This is a Request for Information (RFI) announcement only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. LBNL will transform the current infrastructure into industrial use "brownfields" for future redevelopment. This service includes the remediation, demolition, and disposal of several buildings located on the 200-acre campus. The facilities slated for D&D historically performed radiochemistry research, as well as most of the buildings have previously hosted radioactive isotopes, beryllium, or hazardous chemicals. Reconnaissance level characterization has shown that there are distributed radiological contaminants in the concrete and soil. Essentially, all buildings have enough asbestos in siding, roof and floor tiles and lead paint to require special handling. The facilities also partially overlay a groundwater plume with Volatile Organic Compound (VOC) contamination that is being remediated by a pump-and-treat system subject to regulation by state (California Department of Toxic Substances Control (DTSC)) and local environmental agencies. LBNL has certain constraints including coordination with operating facilities (such as the Advanced Light Source), adjacent construction activities (such as Old Town Phase I wrap up activities and the Integrated Genome building), limited staging area and parking. The terrain at LBNL is very steep, and was terraced to place the buildings. All buildings have slab foundations, with some of the bottom-level-floors' back walls doubling as retaining walls. LBNL will host an industry day to further explore options for structuring its LRDD subcontract and seeks more information about availability and capability of potential providers. SCOPE Scope: Provide construction management and general contractor services to conduct characterization, demolition, remediation, and disposal for buildings, slabs, soils, and abandoned utilities for LBNL. Project Activities •Provide overall Project Management, Construction Management and General Contractor services to deliver scope safely, on time and within budget. •Act as General Contractor for characterization, demolition, remediation and disposal services. •Provide sufficient well-qualified, trained leadership, staff and organization to deliver scope. •Develop and track Project Schedule performance, cost performance and Controls Performance (EVMS) for all Subcontracted Activities and submit associated monthly reports per LBNL requirements. •Interface with LBNL Project Management and subject matter experts. •Facilitate work and communication between lower-tier subcontractors and LBNL. •Obtain needed lower-tier subcontractors to perform scope of work. •Interface with LBNL on regulatory compliance issues and agreements. •Integrate and implement LBNL Integrated Safety and Environmental Management Systems, Environmental, Health and Safety (EHS), Quality Assurance (QA) requirements into project including all lower-tier subcontractors. •Develop requirements for the management of project related documents and create as well as maintain a central repository for these documents. •Provide associated project documents/deliverables such as: oProject schedules. oProject performance reports consistent with LBNL, Department of Energy (DOE) reporting requirements. oDemolition Plans, including drawings. oMechanical deactivation plans. oElectrical deactivation and verification plans. oUnderground Piping Removal Plan (General Process for Removal of Underground Utilities). oWork control documents with associated Job Hazard Analysis that adhere to LBNLs: Hazard Analysis Plan. Soil Management Plan. Mitigation Monitoring Plan. Vibration Study. Quality Assurance Plan. Radiation Protection Plan. oWaste Management Plan and Waste Management Procedures. oStorm Water Pollution Prevention Plan. oQuality Assurance Project Plan. oRadiological Work Procedures. oFinal Status Survey Plans and Survey Instructions. oSampling and Analysis Plans. oEnvironmental permits for submittal to regulatory agencies. oUpdated as-built drawings upon project completion. oProject closeout report(s). Execution Activities The work associated with the Project encompasses myriad tasks and deliverables. Generally, the work activities include the following: •Project management, support, and oversight. •Weekly performance meetings including progress, issues resolution and 3-week look ahead. •Daily coordination with operating facilities, parking and roadway logistics. •Adherence to Federal, State, local and LBNL requirements. •Training. •Work control implementation and readiness demonstration. •Utility removal. •Facility and environmental characterization. •Hazardous material abatement. •Radiological material removal. •Concrete slab and foundation demolition. •Site restoration and stabilization. •Report events and perform or participate in investigations to meet LBNL requirements. Waste Management Activities •Provide coordination of Waste Disposal and Debris Characterization, Removal, Packaging, Handling, Management, Shipping, and Disposal at licensed Treatment Storage and Disposal Facilities (TSDF), including preparation of requisite labeling, manifesting, permitting, and other documentation. •Recyclable and salvageable material removal. •Contaminated soil characterization, removal, packaging, handling, management, and disposal. •Develop of Waste Profiles as required for selected waste disposal sites (Nevada National Security Site (NNSS), California Waste Disposal Sites, etc.). •Tracking and management of waste generation and shipments (e.g. Department of Transportation (DOT) Compliance, Landfill Acceptance). •Management of Compliant Waste Accumulation Areas. •Identification and Disposal of Universal Waste Materials.
