Description
Appendix to Draft SOW Draft SOW This is a Fedbizopps Request for Information for a tentative requirement for a macroeconomic projections model for the Bureau of Labor Statistics (BLS.) As part of its market research, BLS is issuing this RFI to determine if there exists an adequate number of qualified interested contractors capable of providing a macroeconomic model, accompanying user interface, and consulting as further described in the Draft SOW. The Government may use the responses to this RFI for information and planning purposes. The Draft SOW describes only the currently contemplated possible scope of services and may vary from the work scope in a final SOW included in any Request for Quotations (RFQ). The anticipated period of performance is a base year with four option years. All businesses may submit responses. This is a Request for Information using the following NAICS Code: 541690 Trial Submissions: As part of this RFI, BLS is allowing vendors to offer a free trial period of their model's user interface that can meet the needs of the draft PWS. This interface may be via software install or web based. Though, web based interfaces will have a harder time meeting BLS security standards. This submission is purely optional and under no circumstance are submissions an indication of purchase or an RFQ to be issued. Trial periods allow BLS,as part of its market research, to further determine what the market has to offer. If a vendor decides to make a submission, the following guidelines regarding submissions to BLS apply: 1.) BLS will not sign or adhere to any license agreements. 2.) All submission are for information purposes only and do not indicate a desire for purchase nor a commitment to purchase for BLS. All submissions must meet BLS security protocols. Thus, submissions of a trial does not mean that the submission will be tested or used. Some security factors that must be meet are: The trial model or version shall be: • Secure and not contain vulnerabilities that introduce threats and risks to the BLS computing environment. • United States Government Configuration Baseline (USGCB) compliant. • FIPS 140-2 compliant in the application and use of any encryption. http://csrc.nist.gov/groups/STM/cmvp/standards.html All information received in response to this RFI marked "Proprietary" will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Responses to the RFI will not be returned. Responders are solely responsible for all expenses associated with responding to this RFI. BLS will not pay for information received in response to this RFI. Please submit your Capability Statement, no longer than 10 pages. You must include your DUNS number and if you are classified as a small or large business. If you are a small business or disadvantaged business, please include any designations such as women owned, minority, etc. In addition, include any relevant information on your company: brief descriptions of recent and relevant projects for tasks similar to those in the Draft SOW. Your firm should be able to provide data as broadly described in the draft SOW. However if your firm is unable to meet all the tasks, please describe how you would address the remaining tasks either through subcontracts or new hires. If your small business has a small business designation, i.e. 8(a), HUBZone, Service Disabled, etc. please make sure that information is displayed. The deadline for questions is November 10, 2017 at 2pm EST. The deadline for RFI responses is November 17, 2017 at 2pm EST. Do not submit pricing information in response to this RFI.
