Description
The Army Contracting Command - Warren (ACC-WRN) Intelligence and Security Command (INSCOM) Acquisition Center on Fort Belvoir, VA 22060, intends to award a task order using an exception to fair opportunity as implemented by FAR 16.505(b)(2) (i)(A) The Agency need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays to the vendor below: Absolute Business Solutions, Inc. 560 Herndon Parkway STE 240 Herndon VA 20170-5246. The contractor shall provide the Military Accessions Vital to the National Interest (MAVNI) pre-analytical screening review services at seven (7) locations across the United States for 4,000 MAVNI applicants that must be completed by April 11, 2018. These screenings are in support of the 902d Military Intelligence Group's (MIG) - on Fort Meade MD - tasker to screen and interview MAVNI personnel within the U.S. Army. The North American Industry Classification System (NAICS) code for this acquisition is 541990 with the size standard being $15,000,000.00. This action will result in a Cost Plus Fixed Fee (CPFF) task order with a period of performance of four (4) month. The Government will have the option to extend services in accordance with FAR 52.217.8. The anticipated award date is 18 December 2017. This notice of intent to award a task order using an exception to fair opportunity and is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted. Only written responses will be considered - send responses to shawn.m.smith4.civ@mail.mil and raven.a.cornelius.mil@mail.mil Interested parties may express their interest and provide a capabilities statement NLT 17 November 2017 at 12:00 PM EST. A determination not to compete the proposed contracts upon responses to this notice is solely within the discretion of the Government.
