- Government FAR Clauses Wage Determinations Drawings Statement of Work RFQ Heating System Repairs St Paul FOL, St Paul AK SCOPE The work to be performed under this contract is for the repair of the number 2 boiler and or control systems. The work is located at the Administrative building at the U.S. Coast Guard Forward Operating Facility, Saint Paul Alaska. The parent organizational unit of this unmanned facility is the USCG Base Kodiak, Alaska. The Contractor is responsible for complying with all federal, state, and local laws concerning environmental regulations, requirements, best management practices, and standard operating procedures. The government assumes no responsibility for the Contractor's failure to perform or follow those applicable rules and regulations, and any resulting fines, penalties, etc, associated with failing to follow them. SYSTEM DESCRIPTION The heating system in the Administration building is comprised of two identical Weil McLain 80 model 480 boilers installed in 2010. The boilers are controlled by a Tekmar D274 controller. The burner is a Beckett Model CF500-W. The system is a glycol system with a feed tank. The heat distribution is accomplished through overhead cabinet unit heaters, fan coil units, and fin tube registers. The heating system in the S&P building is a Weil McLain 78 series model 578 boiler. GENERAL REQUIREMENTS The Contractor shall provide all materials, equipment, transportation, supervision, and labor required to • Repair #2 Boiler. The nozzle and electrode assembly, Ignition Coil controller, and electronic igniter were swapped between the working #1 boiler. All of these components worked in the #1 boiler and were swapped back the #2 boiler. A disconnected wire was found in the junction box located on the boiler. The wire was reconnected in the same configuration as the #1 boiler. After several attempts the #2 boiler lit off. However it would not relight a second time. No pressure gauge connection to test fuel pump pressure was available. Suspect the fuel pump, Suntlo B2YA-8916 to be the cause of the problem. • The overhead cabinet heaters are currently off. They are shut off at the disconnect switch located adjacent to each unit. The installation drawings show the fin-tube portions of the heat distribution system are independent of the overhead cabinet unit heaters and are controlled by motorized control valves. The control valve is a Grizwald 2 position valve controlled through a Honeywell TH5000 thermostat. The motorized valves are in the open position and will not close regardless of the thermostat settings. Power to the thermostat or to the motor operated valves could not be confirmed. There are and 37 thermostats. The thermostats in rooms 180 and 173 do not have fin tube radiators. • Install new Watts ¾" 009M3 backflow preventer to replace temporary 1" backflow preventer in S&P building boiler room. The contractor is responsible to provide a complete and usable heating system upon completion of this project. Items in this scope of work are considered the major items of work required to complete the work effort and in no way limits details & work not specified to complete the major work items. The contractor is responsible for a high level of workmanship in the execution of work. The contractor is responsible for developing the supporting details and work processes required to complete the major work requirements. This may include requirements included in referenced documents and applicable code requirements. PERFORMANCE PERIOD Provide services within 90 days of notice of proceed. Final reports with the findings and any recommendations for future work and final submittals of products replaced may take up to 60 days or other schedule approved by the Contracting Officer. WORK HOURS The facility is currently unoccupied and work hours are not restricted. NOTIFICATION REQUIREMENTS Notify Contracting Officer in writing two weeks prior to beginning work. Contact information can be found in Section G.l, paragraph C of the contract. CLEANUP Remove rubbish and debris from the project site daily; do not allow accumulations inside or outside the buildings. The work includes demolition, and removal of resulting rubbish and debris. Store materials that cannot be removed daily in areas specified by the Contracting Officer. In the interest of occupational safety and health, perform the work in accordance with EM 385-1-1, Section 23, Demolition, and other applicable Sections. DUST AND DEBRIS CONTROL Prevent the spread of dust and debris and avoid the creation of a nuisance, or hazard, in the surrounding area. Sweep areas surrounding project for nails, screws, and other hazards as often as necessary to control the spread of debris that may result in injury to residents.
