- Request for Information VA Private Cloud (VAPC) TAC-18-44615 The Department of Veterans Affairs Technology Acquisition Center is conducting market research to identify interested and capable vendors of performing the tasks described in the attached draft Performance Work Statement (PWS) for VA Private Cloud It is requested that all interested parties review the attached draft PWS and respond to the attached RFI questions by 3PM on November 16, 2017. Responses should be as complete and informative as possible. Responses shall be submitted via email to Contract Specialist Derek Maselli at derek.maselli@va.gov. Please note the file size for email submissions is 5MB. This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation or a Request for Proposal. There is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. The information provided may be used by the VA in developing its acquisition strategy. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. Be advised that set-aside decisions may be made based on the information provided in response to this RFI. Therefore, this RFI is also issued to determine the availability of verified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and Veteran Owned Small Businesses (VOSBs) that are capable of providing the services identified in the attached draft PWS. The preliminary North American Industry Classification System (NAICS) assigned to this requirement is 541519 with a size standard of $27.5 million. Respondents shall include the following in their submissions: Name of Company: Cage Code and DUNS Number: Address: Point of Contact /Company Representative: Phone Number: Email Address: Any applicable schedules (General Services Administration (GSA), Mission Oriented Business Integrated Services (MOBIS), Veterans Technology Services (VETS) Government wide Acquisition Contract (GWAC), etc.) Generic capability statements will not be accepted or reviewed. Your response must address capabilities specific to the services required in the attached PWS and must include the following: Provide a summary of your technical capability to meet the PWS requirements. Identify your intent and ability to meet set-aside requirements for performance of this effort. Specifically, for SDVOSB/VOSB firms, indicate whether at least 50% of the cost of performance incurred is planned to be expended for employees of your concern or employees of other eligible SDVOSB/VOSB firms. Please demonstrate your ability to meet all of the PWS requirements while maintaining compliance with limitation on subcontracting requirements if this procurement is set aside for small business or SDVOSB/VOSB concerns. Has the draft PWS provided sufficient detail to describe the technical requirements that encompass all tasks to be performed under this effort. ______ YES _______ NO (if No, answer question e) If NO, please provide your technical comments/recommendations on elements of the draft PWS that may contribute to a more accurate proposal submission and efficient, cost effective effort. Provide a Rough Order Magnitude detailing fixed and variable costs for proposed hardware, software and services to include suggestions for appropriate pricing models for this effort based on the PWS. Provide software licensing structure / options in relation to the proposed Commercial off the Shelf solution. Additionally, please provide answers to the following questions: What are the space, power and cooling requirements for your proposed VA Private Cloud (VAPC) solution? What Cloud Management Platform (CMP) software and Hypervisor(s) will be used for your proposed VAPC solution? What additional software (if any) will be used to implement your proposed VAPC solution? What hardware will be used to implement your proposed VAPC solution? What are the scalability limitations, if any, of your proposed VAPC solution? What software defined networking product will be used in your proposed VAPC solution Identify any known risks/issues associated with implementing your proposed VAPC solution including integration with the specific hardware, software, or networking environments? Detail your corporate experience or expertise in implementing a managed cloud solution of similar size and scope.
