- Units 5-8 Generator Breaker Replacement - Bull Shoals Powerhouse, White River Basin, Baxter County, AR Presolicitation notice W9127S18R0004: This solicitation will be advertised as an unrestricted acquisition. The North American Industrial Classification System (NAICS) Code is 237990 (Other Heavy and Civil Engineering Construction). The small business size standard is $36,500,000.00. The solicitation is anticipated to be for a firm-fixed price construction. In accordance with FAR 36/DFARs 236, the estimated construction price range for this project is: Between $1,000,000 & $5,000,000 The work consists of: Remove and replace the existing 15kV Switchgear assemblies including all external power and control cables and raceways, install new 15kV switchgear including external power and control cables and raceways. The Contractor will be required to design, fabricate, test and deliver new generator and transformer bus transition sections. The Contractor will have to remove portions of the existing metal enclosed buses to the generator and transformers, installing new bus transition sections, and performing all testing. The Contractor will also deliver, install and test new 3000 amp direct roll-in replacement 15 KV circuit breakers. Perform bracing study and rebrace the existing switchgear. The Designer of Record is responsible for Design and Construction. Full design must be approved before construction. Contractor will need a Quality Control person that is an Electrical Engineer with a minimum of 5 years switchgear experience and a minimum of 10 years powerhouse experience. The Quality Control person cannot be the Superintendent. Solicitation will be issued as a Request for Proposal (RFP) utilizing FAR Part 15. Proposals will be evaluated utilizing the Lowest Price Technically Acceptable (LPTA) method. The solicitation will be issued via the Federal Business Opportunities website (www.fbo.gov) on or about 21 November 2017. It is each offeror's responsibility to download the solicitation from the internet website. No paper copies will be provided. Notification of amendments shall be made via the www.fbo.gov website as well. It is therefore the offeror's responsibility to check the www.fbo.gov website daily for any posted changes to the solicitation.
