- This is a synopsis for noncommercial items prepared in accordance with FAR 5.207 as supplemented with additional information included in this notice, despite the fact it is not required based on the cited sole source authority below. This requirement is being posted to maximize communication with industry. This procurement is being processed on an unrestricted basis. The North American Industry Classification System (NAICS) Code for this acquisition is 541330. The Small Business Size Standard is $38,500,000.00. The Naval Undersea Warfare Center, Division Newport, RI (NUWCDIVNPT) intends to Award a Cost-Plus-Fixed-Fee (CPFF) contract modification to existing bridge contract N66604-17-C-3107 with L3 Unidyne (L3). The purpose of this bridge contract modification is to increase the hour and dollar ceiling and extend the period of performance, to provide continuity of Fleet critical services in support of the Naval Array Technical Support Center (NATSC) while corrective action is taken as a result of the Government Accountability Office's (GAOs) sustainment of the protest of award received under fair opportunity follow-on Request for Proposal (RFP) N66604-17-R-3047, awarded under the SeaPort-e Multiple Award Contract (MAC) vehicle. NUWCDIVNPT intends to purchase the following items: CLIN 4000: NATSC FACILITY OPERATION SERVICES (Cost Plus Fixed Fee) CLIN 5000: Other Direct Costs associated with CLIN 4000 (Cost Reimbursement) CLIN 6000: Data (Not separately priced) This modification will extend the period of performance end date of basic contract N66604-17-C-3107 from 15 November 2017 to 30 July 2018. The place of performance is the primarily at the NATSC facility with minimal contractor facility work. The proposed contract modification is for services for which the Government intends to negotiate with only one source under the authority of 10 U.S.C. 2304 (c)(2), which justifies the use of other than full and open competition when the need for services is of such an unusual and compelling urgency that serious injury would result to the Navy without them. L3 is the only source with the requisite knowledge and expertise to provide uninterrupted comprehensive support. The anticipated award date of this modification is expected to be on or about 15 November 2017. The synopsis is not a request for competitive proposals due to the urgent and compelling nature.
