Description
This is a Sources Sought Notice ONLY. Requests for copies of a solicitation will not receive a response. This Notice is for planning purposes only and is not a Request for Proposal or Request for Quote or an obligation on the part of the National Institute of Standards and Technology (NIST) for conducting a follow-on acquisition. NIST does not intend to award a contract on the basis of this Notice, or otherwise pay for the information requested. No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this Notice and NIST use of such information. NIST recognizes that proprietary components, interfaces and equipment, and clearly mark restricted or proprietary components, interfaces and equipment, and clearly mark restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. In the absence of such identification, NIST will assume to have unlimited rights to all technical data in the information paper. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. Background: The National Institute of Standards and Technology (NIST), Inorganic Materials Group (IMG), with the cooperation of industry, is performing research to develop a fundamental understanding of the relationship between chemistry, microstructure, performance, and service life of conventional and high-performance concrete and other inorganic building materials. This work involves the synergetic combination of both experimental and computational materials science research. The four existing NIST environmental walk-in chambers are essential tools to fulfill the NIST/IMG mission as temperature and relative humidity play an essential role in the performance of the concrete. Tests need to be conducted, in certain cases even as specified by standard procedures, in a temperature and relative humidity controlled environment. Thus, the four existing NIST environmental walk-in chambers need to be in Original Equipment Manufacturer (OEM) working order via preventative maintenance and calibration. The four existing NIST environmental walk-in chambers were ‘custom-manfactured' by the contractor/OEM, Russells Technical Products. The SPECIFICATIONS for the four existing NIST environmental walk-in chambers are as follows: • Chamber #1 WMD-504-205-AC; Serial Number 02124160 • Chamber #2 WMD-576-205-AC; Serial Number 02124162 • Chamber #3 WMD-504-205-AC; Serial Number 02124161 • Chamber #4 WMD-576-205-AC; Serial Number 02124163. Government Requirements: NIST is seeking information on contractors who can provide the immediately following preventative maintenance and calibration services: Task 1 - Bi-Annual Preventative Maintenance: The contractor shall perform bi-annual (twice yearly) preventative maintenance for the four existing NIST environmental walk-in chambers. Task 2 - Calibration: The contractor shall perform one (1) calibration for the four existing NIST environmental walk-in chambers. On the first preventative maintenance visit: The contractor shall calibrate all four existing NIST environmental walk-in chambers ‘after' the preventative maintenance for the four existing NIST environmental walk-in chambers. Instructions: Interested parties shall describe the capabilities of their business/company as it relates to the Government Requirements described above. NIST is seeking responses from all responsible sources, including large and small businesses. The small business size standard associated with the NAICS code for this effort, 811310, is 7.5 MILLION. Include your company's size classification and socio-economic status in any response to this notice. After results of this market research are obtained and analyzed, NIST may conduct a competitive procurement and subsequently award a contract. Businesses/companies that are capable of meeting the Government Requirements are requested to email a written response describing the relevant capabilities to mario.gray@nist.gov no later than the response date for this sources sought notice. The following information is requested to be provided as part of your response to this sources sought notice: 1. Legal Business Name, Business Physical Address, DUNS Number, CAGE Code, and company point of contact information. 2. Any information on the company's small business certifications, if applicable. 3. Description of the business'/company's relevant capabilities as the capabilities relate to the Government Requirements described in this notice. 4. A description of your business'/company's previous experience meeting the same or similar Government Requirements described in this notice. 5. Indication of whether the required services described in this notice are currently offered via your business'/company's GSA Federal Supply Schedule (FSS) Contract(s), Government-wide Acquisition Contracts (GWACs), or other existing Government-wide Contract Vehicles; and, if YES, the contract number(s) for the relevant contract(s)/contract vehicle(s). 6. Any other relevant information that is not listed above which the Government should consider in finalizing its market research. Responses are limited to a total of twelve (12) pages. The responses must be in MS Word format. Pages shall be 8½-inches x 11-inches, using no less than Times New Roman 11 Point Font. Each page shall have adequate margins on each side (at least one inch) of the page. Header/footer information (which does not include any information to be analyzed) may be included in the 1" margin space.
