- Q1: Is there a separate Contractor or Government entity providing help desk services? If so, do they have Tier 1 troubleshooting capabilities? A1: Yes/Yes however not for this environment Q2: Will you require the Contractor to hold just a Top Secret facility clearance or do you require Safeguarding/storage capabilities as well? A2: Just a Top Secret facility clearance. Q3: Do you desire any work to occur offsite at a contractor facility or do you desire it all occur within the existing IRM Data Centers? A3: Contingent on service offerings. Q4: Would the Government consider allowing 9-point font for graphics and tables? A4: No. Q5: The Instructions for the Cover Letter, Part A, Item 2 requests a "Labor Category - Clearance Matrix." Will the Government consider replacing the requirement for the sources sought with a percentage of personnel holding clearances? A5: Not for this RFI. This is market research and based on responses this is subject to change. Q6: Is the Labor Category - Clearance Matrix meant to be inclusive of all teaming and/or Joint Venture Partners? Our company alone has numerous Labor Categories of employees who hold clearances. A Labor Category - Clearance Matrix reflecting all categories and employees as a table in the Cover Letter will jeopardize the two-page limit given the other information required and the size of the population sample requested. Q6: Yes it is inclusive. Q7: Is the Cover Letter including in the twenty (20) page limit? A7: Yes, we are expecting a document that will list the page count. The Table of Contents is also included in the page count. The line "(not including the table of contents)," under 3.B.1. is a cut and paste error and should be deleted. Q8: It is our belief that the twenty (20) pages for Technical Response are to include: 6a. A description of your corporate capabilities (history, similar experience, etc.) regarding both service areas. 6b. A description of where and how you have provided these services in the past. Within the page count described Is this correct? For item 6a, does the Department of State want the description of items 1a-1j and 2a-2j (SCOPE) listed before the firm's response? A8: Yes to all. Q9: Would you change the North American Industry Classification (NAICS) Code 541611 to a different code? A9: Not for this RFI. This is market research and based on responses this is subject to change. Q10: Is the State Department currently in compliance with the DCOI? A10: DCOI is an on-going government initiative Q11: Is there an existing enterprise wide DCIM tool capable of meeting all DCOI requirements? Vendor? A11: This question has no effect on the RFI. Q12: What is the current ITSM platform present at the State Dept.? A12: This question has no effect on the RFI. Q13: Is the existing ITSM platform, deployed, and in use, across the entire enterprise? Vendor? A13: The ITSM platform is not used enterprise wide. Q14: Is there an existing enterprise wide service management platform? Vendor? A14: Yes. Q15: Is there an existing enterprise wide incident management platform? Vendor? A15: Yes. Q16: How are assets currently tracked at each location? A16: Through approved CMBDs. Q17: When was the last inventory audit completed for every location? A17: October 2017. Q18: How is location capacity management calculated for each location? A19: Based on industry standard. Q19: What is the current PUE for each location? A19: It varies. Q20: How is PUE currently calculated for each location? A20: Based on industry standard. Q21: How is physical server capacity utilization currently calculated? A21: Based on industry standard. Q22: How is virtual server capacity utilization calculated? A22: Based on industry standard. Q23: Will the government consider sponsoring a proven firm with a Secret Facility Clearance for a TS Facility Clearance? A23: This is an RFI not a solicitation. No sponsorship would occur at this time.
