- Draft Performance Work Statement (PWS) (1 Nov 17) 1. The United States (U.S.) Army Medical Command (MEDCOM), Health Readiness Contracting Office (HRCO), on behalf of the Department of the Army, has developed this Request for Information (RFI) to solicit market research information from industry to assist the Government with analysis of a Government requirement and provide commercial insight on performance-based solutions, best practices, possible contractual arrangements, and potential issues. 2. THIS IS A REQUEST FOR INFORMATION ONLY. It is NOT a Request for Proposal, a Request for Quotation, an Invitation for Bids, a Solicitation, or an indication that HRCO will contract for these services contained in this RFI. This RFI is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI are strictly voluntary and the Government will not pay respondents for information provided in response to this RFI. Responses to this RFI will not be returned and respondents will not be notified of the result of the review. If a Solicitation is issued, it will be announced on the Federal Business Opportunities website http://www.fbo.gov at a later date and all interested parties must respond to that Solicitation announcement separately from any response to this announcement. This RFI does not restrict the Government's acquisition approach on a future Solicitation. 3. The Government is contemplating awarding a competitive non-personal services contract to perform in accordance with the attached Performance Work Statement (PWS) The Medical Operational Data System (MODS) is a Department of the Army Surgeon General (DASG), government-owned, contractor-operated (GOCO), Acquisition Category III, and Mission Essential Information System in the sustainment lifecycle phase with periodic modernization initiatives. The MODS is strategically aligned within the Defense Business Enterprise Architecture (BEA), the Defense Human Resource Management (HRM) Enterprise Architecture (EA), the Army HRM EA and the Military Health System (MHS) EA. The MODS management includes use of evolutionary acquisition strategy, spiral development engineering strategy, and modular contracting. The MODS major customers are the U.S. Army, its Commands, Direct Reporting Units, the U.S. Air Force Continuing Medical Education, and the U.S. Navy Bureau of Medicine. 4. The Army Office of the Surgeon General (OTSG) Human Resources provides the Government MODS Program Manager (PM). The U.S. Army Medical Information Technology Center (USAMITC) provides the MODS Program Management Office (PMO) to execute MODS contract and budget administration, perform inherently Government functions, and provide Contractor oversight and assistance to Government Functional Proponents. 5. The attached Performance Work Statement (PWS) identifies roles, responsibilities, and specific GOCO life cycle management tasks of the MODS commercial Contractor. This PWS is not a personal services contract (i.e., there is no "employer/employee" relationship created between the Government and the Contractor's personnel). Under this PWS, the contracted duties do not involve performance of inherently governmental functions. 6. The Government desires that respondents offer their experience and recommendations on the following questions and issues related to the above requirement. When addressing these questions, respondents should consider the size and scope of the requirement described in the PWS. The Government request you respond to the following questions: a. Provide a capability statement that includes, as a minimum, the following information: company's name and address, point of contact, cage code, phone number, fax number, e-mail address, and business size as it relates to NAICS 541511, Custom Computer Programming Services. b. Inform the Government if these services are offered on existing contracts (e.g., GSA, NETCENTS, CHESS, etc.). If so, please provide the contract number and where to find more information about the contract. c. What risks or concerns do you have with the Government's requirements in the PWS and what are your suggested mitigation strategies? d. Provide specific comments concerning PWS, paragraph C.1.4, evolutionary (e.g., how do you interpret evolutionary as described in the PWS and how does industry define evolutionary). e. Is there a particular Contract Line Item Number (CLIN) structure that is preferred (i.e., labor hour, firm-fixed price, cost, etc.)? If so, please explain. f. Are there standard commercial rates for these services? Can prices be firm fixed? g. Are there any innovative approaches used by your company for these types of services? If so, please explain. h. If interested in competing for this requirement, would you be proposing as a prime contractor or subcontractor, or any other teaming arrangement) (e.g., joint venture)? i. What makes your company a market leader for these types of services? j. How relevant is your past performance concerning this requirement? Please provide examples of similar contracts to include contract numbers, dollar values, complexity and magnitude. k. What is the business size standard of your company (small business, SDB, SDVOSB, HUBZone, 8(a), Large, etc.)? If 8(a) eligible, please provide your current status regarding your scheduled graduation date from the 8(a) program under this NAICS code. l. Is 30 days sufficient time for you to prepare and submit your proposal using tradeoff source selection procedures (e.g., submittal of technical, past performance, and price proposals)? If not, what is a reasonable time? m. The Government anticipates a 90-day transition period (reference transition language in the PWS). Is 90 days a sufficient time or should it be shorter or longer? Does the PWS address all the efforts that may be entailed in a transition period? If not, provide a list of efforts. n. How does a contractor-held Capability Maturity Model Integration (CMMI) appraisal augment a program in terms of services, project management and software development? o. What are the most important steps in migrating off a mainframe? p. Is it best to have the Information System Security Manager (ISSM) "staffed" on the government side or contractor side? Please explain your answer. s. What is the most practical hosting arrangement for systems that reside in the Military Health System (DISA hosting, Service-Specific Data Center Hosting, Commercial Cloud, Hybrid Cloud)? Please explain your answer. t. What is the best way for keeping the Government updated with ever-changing source code and system documentation generated by a contractor? u. Discuss any concerns, comments, or recommendations you may have with the attached draft PWS. Give specific PWS paragraph numbers for reference. 7. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Respondents are responsible for protecting proprietary information at the appropriate classification level. Proprietary information will be safeguarded in accordance with applicable Government regulations to the greatest extent practical; however, it is preferred that respondents do not provide proprietary or otherwise restricted responses. 8. Industry Day A conference with industry is scheduled for 17 November 2017. The conference will take place in the Laurel Conference Room from 8:00 AM - 4:00 PM CST @ 1314 Hines Avenue, San Antonio, Texas 78208. There is no fee for attending the conference; however, participates are limited to two members per organization due to space availability. If you want to participate in one-on-one meeting, a 15-minute breakout session will follow the formal presentations; however, you must RSVP for a slot as time is limited. Please RVSP for the conference and 15-minute breakout session no later than 10:00 AM CST, 10 November 2017. 9. Responses should contain your company's name, address, point of contact, phone number, fax number, CAGE code and business size pursuant to NAICS code 541511. Responses should be formatted as either MS Word (.doc) or Adobe Portable Document Format (.pdf) and should be limited to a maximum of five pages. Responses should be submitted to both point of contacts listed below no later than 10:00 AM CST, 10 November 2017. No faxes, courier delivered, or telephone inquiries/submissions will be accepted. Please annotate the subject line of e-mail responses as: "Medical Operational Data System (MODS), RFI #1 Response."
