- Description: A market survey is being conducted to determine if there are a reasonable number of interested small business concerns to set this future project aside for them. If your firm is a Small Business, certified HUBZone, 8A, Woman-Owned Small Business or Service Disabled Veteran Owned Business and you are interested in this project please respond appropriately. The U.S. Army Corps of Engineers, Louisville District Contracting Division (LDCD) is seeking information regarding capability and availability of potential contractors to perform Indefinite Delivery Indefinite Quantity (IDIQ) Task Order Contracts. The proposed IDIQ is to perform various A-E Construction Phase Support Services required under an indefinite delivery contract (IDC) for the Army Corps of Engineers Middle East District (CETAM) in the Central Command Area of Responsibility (CENTCOM AOR). The CENTCOM AOR has 20 nations, which stretches from Northeast Africa across the Middle East to Central and South Asia. The A-E firm will act as an independent contractor and not as an agent of the U.S. Government and shall in accordance with the terms and conditions of the contract, furnish all labor and supervisory management required for the performance of the work that will be described in separately issued task order scopes of work. Contract duration is estimated at 5 years. The total capacity over the prospective five year life of the contract(s) (base year plus four option years) is not to exceed $75,000,000. NAICS code is 541330. All interested Small Businesses, certified HUBZONE, 8A, Woman-Owned Small Businesses or Service Disabled Veteran Owned Business contractors should respond to this survey by email on 17 November 2017 by 1:00 PM Eastern Standard Time. Responses should include: 1. Identification and verification of the company's small business status. 2. Contractor's DUNs Number(s) and CAGE Code(s). 3. Descriptions of Experience - Interested construction firms must provide no more than three (3) example projects with either greater than 95 percent completion or projects completed in the past five (5) years where the interested firm served as the prime contractor. Each project must include the name, title, project role, e-mail address, and telephone number of at least one reference. References may be used to verify project scope, dollar value, percentages and quality of performance. Offeror must demonstrate an ability to concurrently manage multiple projects, at various locations. Example projects must be of similar scope. a. Projects similar in scope to this project include: AE Construction Phase Support Services contracts in foreign countries outside the continental United States which include the following types of professional services: - Review of project submittals, including drawings and specifications, design calculations, and shop drawings - Providing response to Requests for Information (RFI) submitted by the construction contractor - Value Engineering Change Proposal review, including validating acceptance of changes in methods or materials and confirming estimated amounts for the VECP - Site Visits, including Professional Engineers conduction on-site inspections during critical construction activities to ensure contract compliance. - On-Site Quality Assurance Representative for inspections and oversight of construction activities - Providing updated Construction Schedule as the project progresses through construction, including critical path updates and three-week look-ahead scheduling -Data Manager -Database Analyst b. Based on the information above, for each project submitted, include: 1. Current percentage of complete and the date when it was or will be completed. 2. Scope of the project. 3. The dollar value of the design contract. 4. The percentage of work that was self-performed as project and/or management services or physical type work. 5. Identify the number of subcontractors by trade utilized for each project. 4. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting; they must perform at least 50% of the cost of the contract performance incurred for personnel shall be expended for employees of the concern. Include the percentage of work that will be self-performed on this project, and how it will be accomplished. NOTE: Total submittal package shall be no longer than 8 pages.
