- Description
- The Federal Railroad Administration hereby submits a notice of intent to award a sole source firm fixed price purchase order for one FRA employee to attend Harvard Business School’s High Potentials Leadership Program, which addresses leadership in high-pressure emergency situations, particularly when dealing with organizations that may have distinctly different missions, cultures, and operational mandates. The period of performance for this program is May 20 – May 25, 2018. The total estimated value is less than $16,000. The NAICS code for this procurement is 611430 – professional development training. The sole source contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to FAR 13.106-1(b)(1)(i). FRA’s basis for sole sourcing this requirement to Harvard Business School as their program provides the most comprehensive option for our senior managers to obtain the required exposure and experience that is needed to guide our government operations forward. This program offers our leaders with an exceptional level of knowledge for a fraction the price of other programs. This hereby constitutes a synopsis of the requirement. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government. Any business firm that believes it can meet the requirement may give written notification to the Contracting Officer in the form of a capability statement. Supporting evidence in sufficient detail that demonstrates the ability to comply with the requirement listed must be furnished to the point of contact listed below by Wednesday, November 8, 2017 at 9:00 a.m. EST. The determination not to compete this proposed contract action is solely within the discretion of the Government.
