- This is not a request for quotations or an announcement of a forthcoming solicitation, but merely notification of the Social Security Administration's (SSA) intent to issue, on a sole-source basis, a firm fixed-price purchase order to SP Plus Corporation. for seven (7) reserved parking spaces with the ability to add parking spaces as personnel needs require, in a secure parking structure. The SSA, Office of Inspector General (OIG) has a requirement to lease parking spaces for U.S. Government Vehicles. The parking spaces will be used by OIG law enforcement agents who need to keep their government issued vehicles and equipment safe and secure. The parking spaces will meet the requirements of providing quick access to the vehicles, and in a secure parking structure located within one block of the OIG office located at 600 W. Madison Street, 3rd Floor - OIG, Chicago, IL 60661. Under Federal Acquisition Procedures (FAR) Part 6.302.1, Only One Responsible Source and No Other Supplies or Sources Will Satisfy Agency Requirements, SP+ Parking Garage is uniquely qualified to provide the required parking garage access at the Parking at Presidential Towers Garage, located at 555 West Madison Street, Chicago, IL 60661. This location is required because it is the only garage that satisfies OIG's requirement that OIG law enforcement officers park their vehicles in a secure facility within one block of the OIG office. The period of performance will be for twelve (12) months, beginning of December 1, 2017 through November 30, 2018 with the option of an additional four (4) option years. OIG defines "secure" as having either a 24/7 gate or guard-controlled accessible parking, and it desires such a facility to be within a one-block radius of the building in which the law enforcement officers work. Such nearby parking allows OIG law enforcement officers to have expedient and judicious access to the vehicles assigned to them, and does not require OIG officers to transport sensitive or valuable information and/or equipment a great distance. Additionally, a secure facility protects OIG's valuable vehicles that are often equipped with law enforcement technology. The parking garage will have twenty-four (24) hour access by any means (attendant, key card, key, etc., at no additional cost to the government). Vehicles will not be double parked, and will remain locked at all times. Keys will not be left with an attendant. Self-parking capability and unlimited in and out privileges are required. This requirement is utilizing procedures in FAR Part 12 - Acquisition of Commercial Items in conjunction with procedures in FAR Part 13. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government does not intend to pay for information provided in response to this publication. Written responses to this Notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. If no affirmative responses are received by 5:00PM EST on 11/09/2017, in accordance with FAR 13-106-1(b)(1) negotiations will be conducted with SP Plus Corporation. as the only source and a purchase order will be issued without any additional notices being posted.
