- Brand Name Justification List of Items for Software Renewal. PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) number is N66604-18-Q-0201. The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) intends to award a Firm-Fixed-Price (FFP) purchase order for Siemens PLM Software, Inc. maintenance renewal of NX I-DEAS software for Sites 15009, 31229 and 1106324. The NX I-DEAS Software Maintenance Renewal Item list and Brand Name Justification are attached to this notice. No substitutions allowed. Siemens PLM Software, Inc. is the sole owner of this proprietary software and retains all data rights, and therefore, only Siemens PLM authorized resellers will be considered. This procurement is being solicited as a 100% Small Business Set-Aside under North American Industry Classification System (NAICS) Code 511210 as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The Small Business Size Standard is $38.5M. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items applies to this solicitation. The provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items applies to this solicitation. Clauses 52.212-4, Contract Terms and Conditions - Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items apply to this solicitation. DFARS 252.204-7008, Compliance with Safeguarding Covered Defense Information Controls, 252.204-7009, Limitations on the Use or Disclosure of Third-Party Contractor Reported Cyber Incident Information, and 252.204-7015, Notice of Authorized Disclosure of Information for Litigation Support, apply to this solicitation. Full text of incorporated FAR/DFARS clauses and provisions are available at: www.acquisition.gov/far. This requirement will be awarded to the offeror with the lowest price technically acceptable (LPTA) quote. In order to be determined technically acceptable, the quote must include all items on the attached NX I-DEAS Software Maintenance Renewal Item list, with no substitutions allowed. The Government's preferred method of payment is Government Purchase Card unless there is a surcharge to use this payment method, in which case the Government will make Electronic Payment through Wide Area Workflow (WAWF). The following addenda or additional terms and conditions apply: Defense Priorities and Allocations System (DPAS) rating is DO-C9, and the Electronic and Information Technology Accessibility Requirement that applies to this requirement is 36 C.F.R. § 1194.21. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. This solicitation will be open for less than 30 days, in accordance with FAR 5.203(b). Offerors shall include price, delivery terms, and the following additional information with submissions: point of contact (including phone number and email address), contractor CAGE code, and contractor DUNs number. Offers received after the closing date and time specified will be ineligible for award. Offers must be submitted to Naval Undersea Warfare Center Division Newport, Contracts Department, Code 0221, via email to Elanor Sa at elanor.sa@navy.mil by 2 p.m. EST on Thursday, November 9, 2017.
