- The U.S. Army Contracting Command- New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, in support of the Office of the Project Manager Combat Ammunition Systems (OPM-CAS) is conducting a market survey to identify qualified sources within the United States and Canada who are capable of Load, Assemble and Pack (LAP) and delivery of the 120mm M931 Full Range Practice (FRP) Cartridge and the M933A1 and M934A1 High Explosive (HE) Mortar Cartridges for Fiscal Year (FY) 19-23 military requirements. The M933A1 and M934A1 cartridges are fuzed high explosive rounds developed for use in the M120 (towed version), M121 (carrier-mounted version) Battalion Mortar Systems, and the Stryker Brigade Combat Team Mortar Carrier. They are intended for use against personnel and materiel targets, providing for fragmentation and blast effects. The M931 Full Range Practice Cartridge is a 120mm low cost indirect fire mortar training cartridge, developed to provide realistic training at reduced cost. Components provided as Government Furnished Material (GFM) to the LAP contractor are: M31 Fin Assemblies, Shell Bodies, M1020 Ignition Cartridges, M234A1 Propelling Charges, Fuze Adapters, M751/M783/M734A1 Fuzes and Composition B Explosive. It is anticipated that a single award of a Firm Fixed Price (FFP) contract, composed of a base contract and four options will be solicited to qualified sources within the United States and Canada. The estimated Army quantity to be purchased over the five (5) year period for the M931 is approximately 637,000 and for the M933A1/M934A1 combined is approximately 193,000. Additional quantities may be procured on the contract to support any surge, FMS, or USMC requirements. The Government Technical Data Package for these items are marked as Distribution Statement D (authorized distribution of technical documents to the Department of Defense (DoD) and U.S. DoD Contractors only) and will be available upon release of a potential Request for Proposals (RFP). Interested contractors who feel that they have the necessary capabilities should respond by providing the following information in the timeframe established below: 1) Provide evidence of manufacturing capabilities including an ability to produce 120mm Mortar Cartridges or similar products at a minimum rate of 15,000 units per month and ability to ramp up to a maximum rate of 30,000 units per month; 2) Manufacturing experience with 120mm Mortar Cartridge LAP or items of similar complexity; 3) Description of Facilities and Personnel (numbers, experience, and specialized skill-sets) as it relates to the above production efforts; 4) Provide evidence of Quality Assurance in order to support this production program; and 5) Provide company name, address, telephone number, email address, technical point of contact, and company size (please specify as either a Large Business, Foreign-Owned Business, Small Business, Small Disadvantaged Business, 8(a) concern, Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business). This market survey is for informational and planning purposes only and shall not be construed as a RFP or as an obligation on the part of the Government. All information submitted will be held in a confidential status. Interested firms should provide, at no cost to the government, a summary of their firm's capabilities to megan.e.cahill.civ@mail.mil within 30 calendar days of this publication by electronic mail.
