Description
Senior Malaria Advisor - Luanda, Angola Under the Country Development Cooperation Strategy (CDCS), USAID/Angola partners with the Angolan Ministry of Health (MOH) to improve the health status of Angolans through improvements to the quality of service delivery and health systems strengthening activities. The USAID/Angola budget in FY14 totaled approximately $41 million for health activities in malaria, HIV/AIDS, family planning/reproductive health and polio. There is an opportunity to improve synergies among USAID-funded interventions and develop and implement robust integrated health services delivery and health systems strengthening programs. To expand access to health services and address systemic issues, USAID's program addresses issues related to human resource management, health finance, commodity procurement and distribution and integrated delivery of high quality services in targeted health facilities. USAID also works with corporations to expand and improve their workplace health programs and with civil society organizations involved in health care to improve their technical and management skills. USAID partners with the MOH to improve their ability to improve the well-being of Angolans through the delivery of better quality, more reliable health services. Technical assistance focuses on areas such as pharmaceutical logistics, improved human resources and supervisory systems, data management related to program planning, monitoring and budgeting. To increase transparency and responsiveness to local needs, the program also fosters improved communications and relationships between local health staff and the communities they serve. As such, USAID is working with the MOH to develop systems at the national level that are informed by inputs from targeted provinces and municipalities. Significant progress has been made in the fight against malaria in Angola, and data from the 2011 Malaria Indicator Survey (MIS) show an almost 40% decline in parasitemia among children under five years of age from the 2006/7 MIS (from 21% to 13.5%). According to the 2011 MIS, the mortality rate for children under five years of age has fallen by 23% over the last five years, and it is currently estimated at 91 deaths per 1,000 live births. Nonetheless, malaria continues to be a major health problem and is the principal cause of morbidity and mortality in Angola. Malaria accounts for 35% of curative care demand, 35% of mortality in children, 40% of pre-natal mortality, 25% of maternal morbidity, and causes 60% of hospital admissions in children under five years of age and 10% of admissions of pregnant women (Plan National de Développement Sanitaire (PNDS) 2013, annex 4). Furthermore, malaria is a leading cause of low birth weight, and anemia due to malaria is a major cause of morbidity and mortality in both children and pregnant women. Angola was selected as one of three countries to receive funding during the first year of the President's Malaria Initiative (PMI) and has been implementing a significant malaria program for multiple years. The objective of this initiative is to assist African countries, in collaboration with other partners, to rapidly scale up coverage of vulnerable groups with four highly effective interventions: artemisinin-based combination therapy (ACT), intermittent preventive treatment (IPT) for malaria in pregnancy, insecticide-treated mosquito nets (ITNs), and indoor spraying with residual insecticides (IRS).
