- This is a sources sought notice and does NOT constitute a request for proposal, request for quote, or invitation for bid. NO AWARD will be made from responses to this sources sought notice. The intent of this notice is to identify potential Offerors for determining whether to set-aside the requirement for small businesses. Submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The Naval Facilities Engineering Command Marianas is seeking eligible firms capable of performing a Design-Bid-Build construction project to construct a fuel truck offload facility capable of offloading six (6) commercial trucks simultaneously for a total capacity of 3,600 gpm and two (2) truck fill stands with a total truck loading capacity of 1200 gpm. The basic project components include the Fuel Truck Offload Facility and associated piping and equipment. Additional supporting infrastructure includes a building for a generator and electrical service, POL (petroleum, oil, and lubricants) fuel truck parking, and site improvements. The contract will be for a term of 24 months. The estimated cost of construction for this project is between $10 million and $25 million. Potential Offerors who have the skill, capabilities, and bonding necessary to perform the described project are invited to respond to this sources sought announcement by providing the following information no later than 4:30pm (Guam Time) on 17 November 2017, via email to Mark C. Cruz, Contract Specialist at mark.c.cruz@fe.navy.mil. 1) Provide a cover letter that includes a point of contact and company name, address, telephone numbers, and email addresses. 2) Provide up to five projects that best demonstrate company experience relative to the types of work covered by this requirement. Projects should be representative of North American Industry Classification System (NAICS) Code 237120, Oil and Gas Pipeline and Related Structures Construction. 3) Provide a letter stating your ability to obtain bonding for work covered by this requirement and your company bonding capacity for a single project. 4) Indicate your business size in accordance with FAR Part 19 and the NAICS Code 237120. Specifically identify if you are a small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, or women-owned small business concern. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition. The Government will use responses to this sources sought announcement to make appropriate acquisition decisions for a future procurement. Responses received after the deadline or without the required information will not be considered. Since this is a sources sought announcement, telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
