AFLCMC located at Hanscom AFB, MA requests information from industry to identify qualified, experienced, and interested sources for MMPU ICS II. This RFI is for market research purposes only; this notice shall not be construed as commitment by the Government to issue a competitive sole source award, nor does it restrict the Government to a particular acquisition approach. This notice is not a Request for Quotation (RFQ), a Request for Proposal (RFP), an Invitation for Bid (IFB), or any other commitment by AFLCMC to contract for items within this RFI. The Government will not reimburse any costs associated with responses to this RFI. With regard to industry responses, AFLCMC will not release to any firm, agency, or individual outside of the Government any information marked "PROPRIETARY" without written permission from the respondent. This RFI is limited to United States (US) firms only. Specific operational objectives include: INTERIM CONTRACTOR SUPPORT II (ICS II) The Contractor shall support MMPU-related Government software and hardware efforts, and manage maintenance work to provide consistent, configuration-managed upgrades to maintain the MMPU software to ensure interoperability with other MMPU-related Government programs to include the MMPU-Modified Higher Authority Communications/Rapid Message Processing Element (HAC/RMPE). The Contractor will receive HAC/RMPE software updates from the government. The Contractor shall also implement a configuration management process and control system that establishes and maintains configuration control of all architectures, designs, Configuration Items (CIs), Computer Software Configuration Items (CSCIs), code (software and firmware), and documentation for the MMPU program and the Minuteman Intercontinental Ballistic Missile (ICBM) Weapon System Page 2 changes. Any changes within the information security boundary will require National Security Agency (NSA) Configuration Control Board (CCB) approval. The contractor shall flow down these requirements and processes to all subcontractors (including interdivisional activities). The Contractor shall provide depot-level ICS for MMPU and deliver (via the Program Office) the executable code for one integrated software baseline change every 18 months. The Contractor shall produce, integrate, test and distribute software releases with corrections for the deficiencies approved by the Government for each release, and update the related MMPU documentation accordingly. The Contractor shall maintain in its facilities one (1) or more Government Furnished Equipment (GFE) MMPU terminal systems that are identical in form, fit, function, and hardware/software configuration to the MMPU fielded systems, for testing, integration, validation, and problem isolation purposes. The Contractor shall analyze assigned open deficiencies and provide the Government with recommended solutions for inclusion in each ICS software release. The Contractor shall perform the following functions: Analyze reported software deficiencies (including software changes required by hardware/firmware modifications and interface changes) Analyze and assess proposed software changes within the IA boundary for compliance with the NSA-provided MMP Upgrade Unified Infosec Criteria (UIC) and provide updates to the IA documents as required Design, program, and unit-test authorized corrections Perform thorough system integration and regression testing to ensure the compatibility of changes Perform prime item qualification testing to validate changes Maintain system integrity; integrate and load new/modified executable software Support lab and field testing of each new configuration release Maintain NSA Type 1 IA and RMF certification and accreditation (C&A), Distribute software releases, with release notes in a secure fashion, to authorized recipients Refurbish and upgrade GFE MMP racks to current MMPU configuration using GFE line replaceable units Install MMPU racks in Government and contractor facilities Perform Configuration Management (CM) of the MMPU system via Contractor's CM process Recommend software technology improvements and opportunities to the Government Identify and assess program and technical risks to the Program Office Support transition of MMPU software maintenance from ICS to Government Depot Perform special studies as requested Maintain software support resources Depot level support of MMP and MMPU components and support equipment. Effort will include troubleshooting, analysis, and repair of system Line Replaceable Unit (LRU) failures or anomalies The Contractor shall support software maintenance of the MMPU, and the MMPU-modified HAC/RMPE software baseline, but also the HAC/RMPE Legacy baseline changes approved by the Government. "Compatibility" criteria include ability for MMP and MMPU terminals to operate on the same network without interfering with each other. MMPU changes shall comply with UIC, Telecommunications Security Requirements Document (TSRD), and Technical Requirements Document (TRD) security requirements. 2.The anticipated period of performance is November 2018 - November 2021 Page 3 3.Please provide answers to the following questions and identify whether any of the information provided is proprietary; responses will be used in the market research process for this acquisition: a.Identify your company software maturity level (Capability Maturity Model Integration - CMMI or equivalent) b.Identify your capability to transition your knowledge of the MMPU software to the Government to support Depot stand-up. c.Identify your experience maintaining NSA Type 1A certification and supporting RMF certification and accreditation. d.Identify your experience refurbishing existing 19" rack systems and installing systems in Government and contractor facilities. e.Provide details on your knowledge of and ability to troubleshoot and repair MMP and MMPU line replaceable units, cables, racks, and associated hardware. f.Identify whether your entity is a small or large business. Small businesses should specify Small Disadvantaged Business, 8(a), Women-owned Small Business, Historically Underutilized Business (HUB)-Zone Small Business, or Service Disabled Veteran-owned Small Business concern under the North American Industry Classification System (NAICS) code 334220. g.Please provide company address, Commercial and General Entity (CAGE) code, Data Universal Numbering System (DUNS) Number, and points of contract with name(s), telephone number(s), and email address(s). h.Describe ability to handle and secure classified material. This should include already approved Security Clearances for facilities and personnel up to Top Secret (TS). 4.Submit white paper responses to this RFI in electric format to the undersigned Contracting Officer, Mrs. Melissa Hobley, at melissa.hobley@us.af.mil no later than 16300 Eastern Standard on 8 November 2017. Limit white paper responses to a maximum of 10 pages of data (required format: compatible with Microsoft Word 2007 for Windows, 8.5 inch x 11 inch paper, Times New Roman Font, 12 point font, one inch margins, single spaced). An additional 3 pages of information, such as cover sheets, marketing materials, brochures, etc. may be included. The stated requirements within this RFI contain all of the required criteria; AFLCMC will provide no other requirement information and will not grant any submittal extensions to this RFI unless deemed justified by the Contracting Officer. All submitted questions and corresponding answers will be posted to the FBO website. AFLCMC will address question and corresponding answers of a proprietary nature on a case-by-case basis. 5.AFLCMC has appointed an Ombudsman to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Concerned parties should address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution prior to consulting the Ombudsman.
