- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. The intent of this notice is to identify potential offerors for information and planning purposes and is not to be construed as a commitment by Naval Facilities Engineering Command (NAVFAC) Marianas implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice in accordance with FAR 15.201(e). The Government is not responsible for the cost associated with any effort expended in responding to this notice. FAR 52.215-3: (a) The Government does not intend to award a contract on the basis of this inquiry or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, bid and proposal costs, of the Federal Acquisition Regulation. (b) Although proposal and offeror are used in the inquiry your response will be treated as information only. It shall not be used as a proposal. (c) This inquiry is for planning and market research purposes only and should not be considered as a request for proposals or as a solicitation to do business with the Government. The contractor shall provide all vehicles, personnel, equipment, materials, supervision, and other items and services necessary to complete the required services. NAVFAC Marianas, FEAD Supply and NON-FSC Services Office, Guam is requesting information and conducting market research to determine if there are potential businesses which have the capabilities to provide Oily Wastewater(OWW), Used Oil Fuel (UOF), and Grey/Black Wastewater (G/B) collection, recycling, treatment and disposal Services at Various M.I. and Naval Base Guam as per the Performance Work Statement (PWS). Interested and capable sources should e-mail their responses to the Contract Specialist: Jeno Aguon, Jeno.Aguon@fe.navy.mil, no later than 1000 HRS, Monday, 20 NOV 2017, (ChST). There is no solicitation package available at this time. Responses to this inquiry must at a minimum be able to describe your capabilities, provide a brief synopsis of your ability to meet either all or a portion of the requirement described in the PWS. See attached PWS.
