All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. This is a SOURCES SOUGHT NOTICE for market research purposes only to determine the availability of potential businesses with capabilities to provide the services described below. Potential offerors are invited to provide feedback via e-mail to Diana Curl, diana.curl@va.gov. Interested firms should notify this office, as early as possible, but not later than November 14, 2017, 5:00 p.m. MT. All firms shall list their name, address, phone number, point of contact, and type of business. Any questions can be directed to Diana Curl, Contract Specialist/Contracting Officer, at (208) 429-2031. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. This Sources Sought announcement is for the Jonathon M. Wainwright Memorial VAMC in Walla Walla, WA. A draft copy of the Statement of Work is attached to this notice. GENERAL DESCRIPTION of the services to be performed: The purpose of this requirement is to provide quarterly dental waterline testing. This is a Non-Personal Service. The designated NAICS Code is 541380-Testing Laboratories, Size Standard, $15M. A Statement of Work (SOW) shall be included in the sources sought notice. The sources sought notice number is VA260-17-AP-8134. Your response shall include the following information: Size of company (i.e., 8(a), HUBZONE, WOSB, EDWOSB, Veteran Owned, Small Disadvantaged Business, Service Disabled Veteran Owned, etc.). Ability to comply with the Limitations on Subcontracting as defined in VAAR Clause 852.219-10 for SDVOSBs and FAR Clause 52.219-14 for small business concerns or 8(a) participants. Revenue for last three years. Relevant past performance on same/similar work dating back to the last three years and your company s capability to do this type of work. Teaming Arrangements to include relevant past performance on same/similar work dating back to the last three years. Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition.   It is imperative that business concerns responding to this sources sought, articulate their capabilities clearly and adequately. THIS IS NOT A SOLICITATION. THIS IS A MARKET RESEARCH DOCUMENT. IF A SOLICITATION IS ISSUED, IT WILL BE ANNOUNCED AT A LATER DATE, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement.   After market research is completed, the government will decide the type of small business program consideration under which a solicitation will be issued, if any. This action is being considered for 100% set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB) and/or Historically Underutilized Business Zone (HUBZone) firms. 8(a) firms, Economically Disadvantaged Women Owned Small Businesses (EDWOSB), and Women Owned Small Businesses (WOSB). If interest is not received by the response due date from enough service disabled, veteran owned, or other small businesses, a resultant future solicitation can be issued unrestricted, and no further communications regarding the decision will take place. Dental Unit Waterline Culture Testing STATEMENT OF WORK (SOW) 1. Contract Title. Contract to compensate a certified Environmental Water Testing Laboratory for quarterly dental waterline testing. Lab will be compensated in arrears quarterly (Oct-Nov-Dec, Jan-Feb-Mar, Apr-May-Jun, Jul-Aug-Sep). 2. Background. The Environmental Protection Agency (EPA), American Public Health Association and the American Water Works Association have defined the standard for US potable water not to exceed 500 colony forming units (cfu) per milliliter of water. The Centers for Disease Control and Prevention (CDC) and the American Dental Association (ADA) have recommended dental unit water line (DUWL) deliver water should meet the U.S. potable water standard not to exceed 500 cfu/ml of water. Dental services are required to routinely test water coming out of the DUWLs to meet this standard and have an action plan to meet this standard which addresses any DUWL that falls out of compliance. Waterline testing is preferred to be accomplished by a laboratory certified (EPA or state) to perform environmental testing. VA Microbiology Laboratories perform clinical tests, and have not been approved for environmental testing. 3. Scope. The Jonathan M. Wainwright Memorial VA Medical Center Dental Service is required to test its Dental waterlines every quarter (currently 22). Additional testing may be required for new equipment or Dental suite and in the event of new equipment or unacceptable testing where repeat testing necessary. 4. Specific Tasks. Task 1 Prepare/package/deliver required testing bottles and associated paperwork to the Jonathan M. Wainwright Memorial VA Medical Center Dental Clinic when requested by dental personnel. Dental personnel will indicate the number of waterlines to be tested. Task 2 Pick-up testing bottles and associated paperwork from the Jonathan M. Wainwright Memorial VA Medical Center Dental Clinic once requested by dental personnel and within 24 hours of water samples being obtained. Task 3 Perform testing for Bacterial - Heterotropic Plate Count (HPC) on water samples per standard operating procedure, CDC guidelines and VA Infection Control protocol. Task 4 Compile water testing results and submit final report (via email) to Jonathan M. Wainwright Memorial VA Medical Center Dental Clinic. Task 5 - The Dental Clinic will forward the final report to the Jonathan M. Wainwright Memorial VA Medical Center Infection Control Committee. 5. Performance Monitoring (if applicable). The testing Laboratory must be certified by testing Lab State or other accreditation body under the provisions set forth in Chapter 173-50 WAC. Certification documentation to be provided annually. 6. Security Requirements. The contractor employees shall not have access to VA sensitive or computer information and will not require routine access to VA Facilities. The contractor employees shall require intermittent access only and will be escorted by VA employees while at VA Facilities. No background investigation is required. The C&A requirements do not apply and a Security Accreditation Package is not required. 7. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). Not applicable 8. Other Pertinent Information or Special Considerations. a. Identification of Possible Follow-on Work. Not applicable b. Identification of Potential Conflicts of Interest (COI). Not applicable c. Identification of Non-Disclosure Requirements. Not applicable d. Packaging, Packing and Shipping Instructions. Testing Lab will provide water testing bottles in a container safe for transport. Dental personnel will use this same container to package testing bottles once samples have been obtained. If additional testing is required Testing Lab will provide testing bottles and shipping materials. Dental personnel will indicate the number of waterlines to be tested. e. Inspection and Acceptance Criteria. The Dental Service Chief will appoint a Staff Dentist to manage the waterline testing program. The testing Lab will submit the final report to the Staff Dentist who will in turn review the results and forward a copy to the Jonathan M. Wainwright Memorial VA Medical Center Infection Control Committee. 9. Risk Control Not applicable 10. Place of Performance. Water samples are obtained by Dental Service at Jonathan M. Wainwright Memorial VA Medical Center. Testing will be performed at certified Environmental Water Testing Lab defined in the contract. 11. Period of Performance. The period of performance for the base period is expected to run from date of award, approximately December of 2017 or January of 2018, with four option years to be exercised at the discretion of the government. 12. Delivery Schedule. The contractor will email the results of the water testing within 24 hours after testing has been completed and the report is completed to the Jonathan M. Wainwright Memorial VA Medical Center Dental Clinic. The Dental Clinic will forward the final report to the Jonathan M. Wainwright Memorial VA Medical Center Infection Control Committee.
