Point of Contract: Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: Region 6 Law Enforcement Liaison (LEL) Support Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns that may be interested in and capable of performing the work described herein to establish a contract to provide a Regional Law Enforcement Liaison (LEL) to offer technical assistance and support for traffic safety law enforcement outreach through coordination and cooperation with the NHTSA Regional office, State Highway Safety Offices, and the State LELs. NHTSA welcomes all qualified Small Business concerns, with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the project as listed below. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made; no formal evaluation of the information received will be conducted by NHTSA. NHTSA may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. Background: The National Highway Traffic Safety Administration's (NHTSA) mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs. The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. NHTSA conducts extensive research, development, testing, crash investigation, and data collection and analysis activities to provide the scientific basis needed to support the Agency's motor vehicle and traffic safety goals. In addition to supporting internal NHTSA efforts, NHTSA-sponsored research provides high-quality publicly-accessible data that serves as the basis for countless other research endeavors. Within traffic safety the Agency prioritizes occupant protection (including child restraints), alcohol- and drug-impaired driving, speeding, motorcyclist safety, pedestrian safety, older and novice drivers, distracted driving, fatigued driving, bicyclist safety, and school bus safety. 2016 NHTSA data shows that there were 9,477 alcohol-impaired driving fatal crashes and a nationwide seat belt use rate of 90.1%. In efforts to decrease alcohol-impaired crashes and increase seatbelt usage,NHTSA headquarters, the 10 Regional Offices, the States, and our partners must be able to coordinate their activities and work together in a consistent and predictable manner. Law enforcement agencies represent one of NHTSA's strongest and most important partners, and their participation in enforcement efforts to support the agency's goals is critical to continued success. The NHTSA Regional Offices require assistance to secure and coordinate State LEL activities and focus attention on NHTSA national priorities to secure the participation of law enforcement agencies within their States. State and local agencies are key to delivering highly visible and effective enforcement of traffic laws. To accomplish our mission, law enforcement agencies need to become familiar with NHTSA's priorities and programs and have the ability to seek out and obtain technical support. Regional Law Enforcement Liaisons (LELs) provide this type of support in concert with the National LEL Program and State efforts for the greatest consistency and continuity of effort. Objective: The objective is to identify a vendor and establish a contract with an organization to provide a Regional Law Enforcement Liaison to offer technical assistance and support for traffic safety law enforcement outreach through coordination and cooperation with the NHTSA Regional office, State Highway Safety Offices, and the State LEL. Capabilities: The corporate capability statement must address the capabilities necessary to accomplish the scope outlined above as well as the additional tasks and characteristics given below: Provide technical assistance to the Regional Office to focus attention on NHTSA national priorities within their States, and to increase and strengthen the States' law enforcement efforts focused on traffic safety. The Contractor/LEL's efforts shall provide coordination and support of NHTSA national priorities and programs with State Highway Safety Offices to accomplish program objectives. The Contractor shall provide a Law Enforcement Liaison who shall be responsible for providing the technical assistance necessary to increase and strengthen States' law enforcement efforts focused on traffic safety. The LEL's activities are to be planned, scheduled, and meet the needs of the NHTSA Region and States in a proactive manner. Regular contact with law enforcement agencies as well as highway safety offices, law enforcement training entities, and participating in meetings and conferences within their Region and States are anticipated to be significant activities for the LEL. The Contractor/LEL's efforts shall include at a minimum: •· Encouraging law enforcement agencies to implement and/or expand traffic safety enforcement, especially high visibility enforcement, across the year. •· Encouraging agencies to improve their ability to plan and execute enforcement based on a data-driven approach of knowing where and when motor vehicle crashes and fatalities occur. •· Supporting States in organizing and conducting law enforcement-related events related to crackdowns and mobilizations at the State or local level. •· Obtaining, compiling, and organizing data for presentation to NHTSA. •· Regular reporting to the NHTSA Regional office and Headquarters on workload indicators and performance metrics established by the agreement with the contractor/LEL. Strategic Approach: The Contractor/LEL shall provide technical assistance to regional staff as defined by the contract instrument, with guidance of the COR. The Contractor/LEL's role shall be to provide a Law Enforcement Liaison who will work with law enforcement agencies at the State, county, and municipal levels; serve as the Region's representative at various State law enforcement conferences and meetings; provide technical expertise to law enforcement agencies on highway safety programs within the Region; and coordinate their activities with the National Law Enforcement Liaison and State LELs. Outcomes and Deliverables: The major outcome shall be assistance to the Regional Office, and to the States on encouraging enforcement of traffic safety areas, and implementing NHTSA enforcement strategies and working on national campaigns. Additionally, the Contractor/LEL shall participate in meetings, conferences, and trainings within the Region in support of traffic safety programs. The Contractor/LEL shall be required to coordinate and communicate with the National LEL Program Coordinator as well as State and local LEL networks, compile and report data from the States as needed (e.g., for campaign activity reports), and provide regular reporting on workload indicators and established performance metrics for their position. Project Strategic Orientation: This project directly impacts the Region's ability to encourage and inform law enforcement, State highway safety offices, and their partners about national campaigns and law enforcement strategies. Having an LEL will substantially support the efforts of the Regional Office to reach more State and local agencies. Additionally, a law enforcement liaison will provide the States with a Regional contact for many of their enforcement questions. Internal Office Commitment: A Regional Program Manager or other staff member will be required to monitor Contractor/LEL performance and serve as a COR and point of contact for the LEL/Contractor to address technical issues related to the Statement of Work. LEL Work Space: The Regional Contractor / LEL shall provide materials, supplies and workspace outside of NHTSA's Regional Office. The Contractor/LEL must have an established telephone number, computer/email accounts, mailing address, and other resources necessary to perform all work associated with the contract. Costs for work space, telephones, business equipment, business supplies, and qualified services or utilities should be factored into a proposed budget and will be managed by the Contractor/LEL once a contract is in place. Other than meeting with their COR or Regional Staff as described in the Statement of work and contract instrument, the Contractor/LEL shall conduct all business from outside of the Regional Office and will not have established workspace therein. Roles and Responsibilities of Regional LEL- Ethical Considerations: The Regional LEL is a federal contractor position, and as such requires the individual to conduct themselves in accordance with established policies and procedures related to Federal contract employees. Regional LELs cannot be directed to perform work designated for Federal employees, and may not participate in any activity that results in the supplanting of work normally performed by Federal employees. The Contractor/ LEL and Federal employees with whom they interact will maintain an appropriate "arms-length" relationship and avoid engaging in any activity that would create the perception or actual risk of ethical conflicts. The Contractor/LEL shall coordinate and schedule their work through their project manager and the NHTSA COR. The Contractor/LEL is expected to communicate with other Regional LELs, State LEL's, and the National Law Enforcement Liaison Program Coordinator on a regular basis to maintain sufficient knowledge and understanding of current issues and programs to be effective in their position. The Regional LEL shall also be expected to interact with the Enforcement and Justice Services Division at NHTSA Headquarters as appropriate or directed, to provide assistance or obtain support and guidance when their efforts impact on programs, activities, or organizations at the National level. Format of Corporate Capabilities Statement: Any interested qualified Small Business firms, Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns should submit their Corporate Capability Statement, which demonstrates the firm's ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice, and must be received no later than 10 calendar days from the date of publication of this notice.
