Point of Contract: Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: NG911 National Roadmap-Implementation Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns that may be interested in and capable of performing the work described herein to provide technical writing and marketing support to engage all appropriate stakeholders and raise awareness of its programs and products in a timely manner for the project entitled, NG911 National Roadmap-Implementation. NHTSA welcomes all qualified certified Small Business concerns with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the proposed project as listed below. In addition to soliciting on the open market, the government may decide to later limit its competition to those qualified GSA MOBIS Schedule holding contractors listed under SIN 874-1, Integrated Consulting Services and/or 874-7, Integrated Business Program Support Services. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made; and no formal evaluation of the information received will be conducted by NHTSA. NHTSA may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. BACKGROUND: The National Highway Traffic Safety Administration's (NHTSA) mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs. The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. The mission of the National 911 Program, which is housed within NHTSA's Office of EMS, is to provide Federal leadership and coordination in supporting and promoting optimal 911 services. This Federal "home" for 911 plays a critical role by coordinating public and private sector efforts that support 911 services; collecting and creating resources for local and state 911 Authorities who operate the 911 system; and administering a grant program specifically for the benefit of 911 Public Safety Answering Points (PSAPs). In Fiscal Year (FY)18, the National 911 Program entered into a twelve (12) month contract to manage the facilitation of a process to engage the 911 stakeholder community in the creation and completion of a National Next Generation 911 Roadmap/Agenda document that specifies both technical and nontechnical tasks that must be completed at the national level, in order for a fully operational, integrated NG911 system of systems to be accomplished. The final deliverable for this contract is expected to be a document containing a list of technical and nontechnical tasks that must be completed at the national level, in order for a fully operational, integrated NG911 system of systems to be accomplished. The establishment of a Forest Guide is expected to be among the technical tasks. The 911 is currently undergoing a massive upgrade to an Internet-protocol (IP) based infrastructure. This upgrade will enable the transmission of digital date (e.g., photos and video), and allow PSAPs to transfer calls and data among themselves - functions not currently possible. In order to transfer calls from one PSAP to another, it is necessary to have the IP address of the receiving PSAP. The Forest Guide, simply put, is a database containing all IP addresses for the approximately 7,000 PSAPs nationwide. It must be established and maintained at the national level, in order for a fully operational, integrated NG911 system of systems to be accomplished. Both the FCC (https://apps.fcc.gov/edocs_public/attachmatch/DOC-319165A1.txt) and the NG911NOW Coalition (https://static1.squarespace.com/static/56bb58608a65e27aeda89c9c/t/575eadd4746fb9dbf86f7d76/1465822676753/NG911NOW+National+Gap+Analysis+and+Strategy+Document+Draft+6-13-16+Final%5B1%5D.pdf) have recommended the establishment of a national Forest Guide. OBJECTIVE: The Contractor shall provide support to NHTSA in conducting a feasibility/cost study, to determine the technical, administrative, and financial requirements necessary for the expansion and continued maintenance of the PSAP Database to include the PSAP IP address for every PSAP for the project entitled, NG911 National Roadmap-Implementation. (see attached draft SOW) Format of Corporate Capabilities Statement: Any interested qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns should submit their Corporate Capability Statement, which demonstrates the firm's ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice, and must be received no later than 10 calendar days from the date of publication of this notice.
