Point of Contract: Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: National 911 Data and 911 Data and Resource Center Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns that may be interested in and capable of performing the work described herein to secure the facilities and services of a contractor, to operate the National 911 Data and Resource Center and provide technical assistance for collecting and submitting online data, including delivery of support resources and training for users and all appropriate stakeholders. NHTSA welcomes all qualified certified Small Business concerns with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the proposed project as listed below. In addition to soliciting on the open market, the government may decide to later limit its competition to those qualified GSA MOBIS Schedule holding contractors listed under SIN 874-1, Integrated Consulting Services and/or 874-7, Integrated Business Program Support Services. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made; and no formal evaluation of the information received will be conducted by NHTSA. NHTSA may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. BACKGROUND: The National Highway Traffic Safety Administration's (NHTSA) mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs. The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. NHTSA's Office of Emergency Medical Services' (OEMS) mission is to reduce death and disability by providing leadership and coordination to the EMS community in assessing, planning, developing, and promoting comprehensive, evidence-based emergency medical services and 9-1-1 systems. Furthermore, t he mission of the National 911 Program, which is housed within NHTSA's Office of EMS, is to provide Federal leadership and coordination in supporting and promoting optimal 911 services. This Federal "home" for 911 plays a critical role by coordinating public and private sector efforts that support 911 services; collecting and creating resources for local and state 911 Authorities who operate the 911 system; and administering a grant program specifically for the benefit of 911 Public Safety Answering Points (PSAPs). The National 911 Program convenes stakeholders to establish best practices with the goal of supporting the 911 community in providing improved 911 services. NHTSA leverages its investment by pursuing strategic national initiatives that are supported by national 911 organizations and executed in conjunction with federal partners. These investments, combined with the enthusiastic implementation of a dedicated national 911 community help ensure success in generating sustainable national 911 system improvements. For the past six years, NHTSA has operated the National 911 Data and Resource Center, providing valuable information, resources, and supportive functions to the state and local 911 agencies that operate the nation's 911 system. Its three main activities are: National 911 Profile Database. The Program has sponsored the collection, analysis and voluntary reporting of uniform, standardized 911 data from the states via the National 911 Profile Database. These data are one of the only sources of national, standardized data on 911 demographics (e.g., how many calls are answered per year) as well as the progress of the states in upgrading their infrastructure to a digital, Internet-protocol based platform, referred to as Next Generation 911. These data have been used by local, state, national and federal agencies in the private and public sectors for a variety of purposes. 911 Resource Center. Providing "one stop shopping" for materials and resources on selected topics, the 911 Resource Center has provided relevant and timely information for the 911 community. The Resource Center is supported by a Content Oversight Panel (COP), a group of 911 subject matter experts who review and vet submitted resources, ensuring their relevance, timeliness and creation by a reputable source. The five topics focused on thus far include Next Generation 911, Text to 911, Funding/Cost, Governance, and Cybersecurity. Statewide 911 Assessment Process. A process of peer assessment of the operation of a statewide 911 system has been established, providing valuable advice and insight to states, in evaluating the status of their 911 system, and providing suggestions for enhancement. The 911 Data and Resource Center team have developed all supporting documents, and handled all logistics related to conducting peer assessments in the states. These three activities comprise the main responsibilities of the 911 Data and Resource Center. OBJECTIVE: The objective is to secure the facilities and services of a contractor, to operate the National 911 Data and Resource Center and to carry out the responsibilities of the Center and engage the 911 stakeholder community by: 1) collecting, analysis and voluntary reporting of uniform, standardized 911 data from the states via the National 911 Profile Database, 2) providing "one stop shopping" for materials and resources on selected topics, and 3) process of peer assessment of the operation of a statewide 911 system, providing valuable advice and insight to states, in evaluating the status of their 911 system, and providing suggestions for enhancement. (see attached draft SOW) Format of Corporate Capabilities Statement: Any interested qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns should submit their Corporate Capability Statement, which demonstrates the firm's ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice, and must be received no later than 10 calendar days from the date of publication of this notice.
