Point of Contract: Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: Enforcement Standards for FMVSS No. 208, 212, 219, 301, and 305, "Inspection and Compliance Testing Services Contract" Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns that may be interested in and capable of performing the work described herein to perform inspection and compliance testing services to determine conformance of motor vehicles to the requirements of the Federal Motor Vehicle Safety Standards (FMVSS). The data generated in these studies will provide the results of testing to FMVSS No. 208, Occupant Crash Protection, FMVSS No. 212, Windshield Mounting, FMVSS 219, Windshield Zone Intrusion, FMVSS 301, Fuel System Integrity (Frontal) and FMVSS 305, Electric Powered Vehicles; electrolyte spillage and electrical shock protection. NHTSA welcomes all qualified Small Business concerns, with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the project as listed below. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made; no formal evaluation of the information received will be conducted by NHTSA. NHTSA may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. Background: The National Highway Traffic Safety Administration's (NHTSA) mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs. The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. The Office of Vehicle Safety Compliance conducts extensive research, development, testing, crash investigation, and data collection and analysis activities to provide the scientific basis needed to support the Agency's motor vehicle and traffic safety goals. In addition to supporting internal NHTSA efforts, NHTSA-sponsored research provides high-quality publicly-accessible data that serves as the basis for countless other research endeavors. As part of its mission to reduce fatalities and injuries caused by motor vehicle crashes, the National Highway Traffic Safety Administration promulgates Federal Motor Vehicle Safety Standards (FMVSS) through vehicle compliance testing under IDIQ Multi-Standard Vehicle Testing Contracts. Manufacturers of motor vehicles and items of motor vehicle equipment are required to certify that each product they sell in the United States meets the requirements of all applicable safety standards. Objective: The objective is to procure inspection and compliance testing services for motor vehicles, to ensure they comply with all requirements of these FMVSS rules and meet the requirements of their safety standards. Capabilities: The corporate capability statement must address the capabilities necessary to accomplish the scope outlined above as well as the additional tasks and characteristics given below: SUPPLIES/SERVICES The Contractor shall provide the necessary qualified personnel, facilities, materials, supplies, equipment, and services as identified in the SOW, which are necessary to perform the Compliance Test Program for the following Federal Motor Vehicle Safety Standards (FMVSS) and Federal Motor Vehicle Regulations (FMVR): FMVSS Number 208, Occupant Crash Protection, FMVSS Number 212, Windshield Mounting, FMVSS Number 219, Windshield Zone Intrusion, FMVSS Number 301, Fuel System Integrity (Frontal), and FMVSS Number 305, Electric Powered Vehicles. Additionally the contractor shall provide all facilities, services, materials, supplies, and equipment (except government furnished property) necessary to perform the following inspection, testing, and reporting services: •· Qualification testing for the full range of test dummies required for this testing. This includes the following dummies: Hybrid III 50 th Percentile Male, Hybrid III 5 th Percentile Female, Hybrid III 10-Year-Old, Hybrid III 6-Year-Old, Hybrid III 3-Year-Old, CRABI 12-Month-Old, CAMI Infant, and SID-IIs 5 th Percentile Female. •· Test instrumentation calibration. This includes, but is not limited to, accelerometers, loadcells, and potentiometers, and includes all standard instrumentation designed to be used with the test dummies utilized in this program. The calibration systems and procedures shall comply with ISO 10012-1 and ANSI/NCSL Z540-1, ISO/IEC 17025, ANSI/NCSL Z540.3, and/or other standard criteria. •· Post-test restraints deactivation. This includes safely deploying and/or disabling air bags, pretensioners, and seat belt systems after testing is completed. The Contractor shall either possess or have unrestricted access to all the necessary personnel, facilities, and equipment to perform the testing services described above. The required facility and equipment include the following: •· Enclosed building for preparing test vehicles. •· Test area with level test track approach to a full frontal rigid crash barrier. The rigid crash barrier shall be capable of accepting attachments on the impact surface such as a load cell barrier face or plywood sheeting. •· Photographic pit with a rigid, clear cover immediately forward of the crash barrier. •· Tow and guidance system capable of obtaining a vehicle speed of 56.30 km/h (±0.8 km/h) and maintaining that speed until impact with the barrier for vehicles of GVWR equal to or less than 4,546 kg. •· Primary and redundant vehicle crash speed measurement devices. •· Vehicle scales that allow simultaneous weight measurement at 4 individual wheels to an accuracy of 0.1% or better. •· Data acquisition system(s) with capable of recording at least 144 on-board vehicle data channels and 36 off-board data channels. The data acquisition system(s) shall be capable of recording for a minimum test duration of 350 ms (50 ms pre-trigger, 300 ms post-trigger) and shall meet the specifications of SAE J211. •· Environmental controls to maintain the test area, test vehicle, and test dummies at a temperature of 69 o F to 72 o F. •· Secure storage area(s) for all government furnished test vehicles (up to 40), dummies, and equipment. •· 18 high speed color video cameras: 16 capable of recording at 1,000 frames per second and 2 capable of recording at 500 frames per second for a minimum test duration of 350 ms (50 ms pre-trigger, 300 ms post-trigger). At least 4 of the 1,000 frames per second capable cameras must be suitable for on-board vehicle use. •· 1 "real time" color video camera capable of recoding at 24-30 frames per second. •· Rollover machine for FMVSS 301 and 305 tests. •· SAE J826 H-point machine. •· Air bag trigger system and auxiliary lighting for SAB-OOP testing. •· Dummy qualification facility and equipment capable of fully qualifying CFR Title 49 Part 572, Subpart E, N, O, P, R, T, and V dummies. The following government furnished property will be provided to the contractor during performance of the contract and will remain property of the government: •· Test dummies. •· Test dummy instrumentation. This does not include a data acquisition system or any extension cables, adapters, or connectors necessary to interface with the Contractor's data acquisition system. •· High resolution load cell barrier. This includes a government furnished data acquisition system that is exclusive to this load cell barrier. •· Standard load cell barrier. This does not include a data acquisition system or any extension cables, adapters, or connectors necessary to interface with the Contractor's data acquisition system. •· Multiple test vehicles. The Contractor shall have qualified personnel who are fully capable of performing the listed compliance tests with the facilities and equipment specified above. These personnel shall have a solid understanding of crash test vehicle preparation, restraint systems, dummy qualification, dummy seating procedures, data acquisition and processing, data acquisition system troubleshooting, and still and high speed photography. In addition, these personnel shall have a strong understanding of the dynamic interaction of vehicle components during a crash test such as deformation of vehicle structure, intrusion into the occupant compartment, loading of the restraint system (belts and/or air bags) by the test dummy, etc. Format of Corporate Capabilities Statement: Any interested qualified Small Business firms, Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns should submit their Corporate Capability Statement, which demonstrates the firm's ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice, and must be received no later than 10 calendar days from the date of publication of this notice.
