- STATEMENT OF WORK 1. BACKGROUND The department of Health and Behavioral Sciences (HBS) falls within the Military Population Health directorate at the Naval Health Research Center (NHRC), and conducts research to promote the behavioral and psychological health of military personnel and their families, to identify risk and resilience factors affecting health and operational readiness, and to translate the knowledge gained into products, policy and practice. 2. SCOPE This procurement is for a project to assist leadership of the USS Michael Monsoor in enhancing the performance and resilience of its crew. The study objective is to test the effectiveness of a resilience-building mobile app-based training for improving decision-making, reducing stress levels, and improving recover from stress among crew members. Vendor will provide (1) enterprise trainer certification for the lead trainer for the research study, and (2) coach/mentor training to 10 participants who will serve as mentors in for the duration of the research study. Coach/Mentor training includes teaching the techniques the following techniques with a strong emphasis on real-world application to Navy life, especially performance under stress. 3. DELIVERABLES Description Qty* Enterprise Trainer Certification 1 Coach Mentor Certification 10 Delivery Details: No physical delivery. The participants being certified will report to a TBD cite. 4. SECURITY Unclassified 5. PERIOD OF PERFORMANCE: Purchase and delivery upon award. 6. INVOICE INFORMATION Invoices for supplies under this contract shall be submitted electronically through Wide Area Work Flow – Receipt and Acceptance system (WAWF). Contractor will forward invoices and DD250 forms to the Technical Point of Contact for acceptance and signature first, before submitting via WAWF for payment. The Technical Point of Contact upon approval, will sign the DD250 and return to the Contractor, who shall upload into WAWF as an attachment to the invoice. The contractor shall self-register at the web-site https://wawf.eb.mil. Contractor training is available on the internet at the following site: http://wawftraining.com. Additional support can be accessed by calling the Navy WAWF Assistance line at 1-800-559-9293. All responsible sources may submit a quotation which, if timely received, will be considered by the Agency.
