Description

VA intends to award a Firm Fixed Price Architect/Engineer contract for complete design services (preliminary concepts and layouts, program development, investigative services, preparation of contract drawings and specifications, cost estimating services, and construction period services) for design of Upgrade Garage Electrical Project, Project # 528A7-18-709. This is a 100% total service disabled veteran owned small business set aside. This project proposes to Replacement/Demolition of existing 1990 vintage distribution equipment including 3 dry type transformers and 8 panelboards. Provide new life safety branch for emergency lighting needs to panel EHP. Include 4th wire to eliminate isolation transformer. Replace dry type transformers and relocate to a code compliant location. Provide new lighting circuits where shared neutrals exist. Provide a wall to create separate electric and storage rooms. Provide Photo Eye control for lights along perimeter on levels 5-7. Retrofit remaining fluorescent fixtures in mechanical rooms to LED. Correct of existing facility deficiencies record numbers 280583 Architectural/Life Safety- mixed use in electric rom, 128055 Electrical/Emerg Service- vintage equip, shared neutrals, fluorescent fixtures, 347138 Electrical- obsolete equip, 347344 Electrical- obsolete equip, 347345 Electrical/Transformer- obsolete equip. Subdivide existing lower level of garage to construct a minimally heated equipment bay for snow removal equipment. Location to be on bottom of garage adjacent to electric room. Include provisions to manage snow-melt from the equipment. Design services shall include, but are not be limited to, providing complete working drawings, specifications, and detailed cost estimates at every 35/65/95/100 % Review threshold. Numerous and extensive meetings with various VA employees will be required, in order to fully understand the functional needs, carefully review the space selected for this project, then prepare construction cost estimates, designs and construction contract documents as described herein. Design services for asbestos sampling, testing and abatement, if found to be required at any time during the project shall be included but are not expected. Design services shall also include infection control design in order to be in compliance with the Joint Commission on Accreditation of Healthcare Organizations (TJC) Environment of Care Standards. The intent is for the design to occur during FY2018 and with construction in FY2018 or 2019. The following evaluation factors will be used when reviewing submitted SF 330 data and will comprise the basis of information to be used by VAMC Syracuse for A/E evaluation and selection. The evaluation factors are shown below in descending order of importance (highest importance at the top). Firms submitting SF 330 data for consideration must address each of the following factors in the submitted SF 330: 1. Professional qualifications of the team proposed as specifically related to the requirements of this particular project (background of personnel: project manager, key personnel, consultants; project-related professional qualifications; specialized experience (project-related) of team members). Resumes to include: SDVOSB Owner(s), Project manager, Lead Electrical Engineer designer, Architect, Electrical field Investigator- (Who will be responsible for verifying existing conditions), Fire Protection Engineer PROVIDE: 1.) Certificate of Authorization to Work in New York State as an Architect and Engineer 2.) Current professional registrations/certifications of person/people who will be stamping the drawings if not listed above. Include a short narrative of what each of the above roles will be in this contract and their general experience with electrical distribution upgrades in existing facilities. 2. Specialized experience of the team proposed for this project (technical competence in the type of work required with specific emphasis on experience related to substation replacements at hospitals including VA Medical Centers). Only completely constructed designs will be considered. Do not include designed, but not yet constructed, projects. List who or whom will be doing field investigation on this project. 3. Past Experience/Past Performance: Provide prior prime contractor (SDVOSB) experience on projects (no more than 5) awarded within the last three years for hospital work similar in size, scope (ELECTRICAL) and complexity to this project. Related experience should include electrical distribution upgrades of magnitudes around 800A in existing industrial, hospital or parking garage facilities. Project experience in order to be counted must include design and construction phases. DO NOT include projects designed but not constructed. All project experience submitted must include a short narrative of the scope of the job and lessons learned both during design and construction by principals who will be involved with this design. Include the following information for each project listed: - Name, Address, Telephone Number, and Fax Number of a customer point of contact (POC) who would have the most detailed information about the AE's performance. - Project location, award date, original completion date, actual completion date, original contract award amount, final contract amount. Include names, addresses and phone numbers of subcontractors used. 4. Proposed Management Plan and Approach (management plan for the design phase and the construction phase as well as overall design philosophy). If firm is partnering with one or more subcontractors describe experience team has had working together in a major electrical project. Provide a narrative of how your firm will approach a project of this magnitude. Talk us through from initial contract award to 100% design. Include who is responsible for quality control/ quality assurance of drawings and how that process works with subcontractors. Describe why the team is constructed as it is and describe benefits of such an organization to the Syracuse VA. Describe roles of team members in construction period services Describe how prime SDVOSB firm will accomplish 50% of the required work. Include detailed breakdown of work the prime will be accomplishing and the total percentage in relation to the total project. IF THIS IS NOT INCLUDED YOUR PACKAGE MAY BE FOUND NONRESPONSIVE. 5. Location: The area of consideration is restricted to firms with offices and key personnel to be assigned to the designs located within a 1000 mile radius of the Syracuse VA Medical Center as measured on google maps using the measure distance feature from the prime designer s address listed in Vetbiz to the Syracuse VAMC, 800 Irving Ave, Syracuse NY 13210. Firms Located in the general geographical area of the project with knowledge of the locality of the project and local market conditions will be ranked higher. 6. Capacity: A proposed plan and preliminary schedule to accomplish the work within 120 days after Notice to Proceed is issued. (Assume the notice to proceed will be issued January 2018) 7. Insurance and Litigation (identify the type and amounts of liability insurance carried and who the provider is. Identify litigation involvement over the last five years with resulting outcome). 8. Estimating Effectiveness: Provide 5 recent electrical projects estimated and include final estimate, construction bid award amount, and % amount of change notices based on initial bid award. All Standard Form 330s must comply with several restrictions. Any Standard Form 330 that does not comply with these requirements will be discarded without review. The restrictions for the Standard Form 330s are as follows: All Standard Form 330s are to be typed in Times New Roman Font no smaller than point 12 font size with margins of no less than one (1) inch on all sides. In page limits, one (1) page refers to one side of a typed page. Section D Organizational Chart of Proposed Team Limit of one page for this section List all Sub-contractors on the organizational chart. Section E Resumes of Key Personnel Proposed for this Contract Limit of one page per resume Limit of 5 resumes total (include only resumes of personnel listed above in Professional Qualifications ) Section F Example Projects Which Best Illustrate Proposed Team s Qualifications for this Contract (Only completely constructed designs will be considered. Do not include designed, but not yet constructed, projects).
