- SOURCES SOUGHT NOTICE - NOVEMBER 7, 2017 This is not a request for bids or proposals. The U.S. Army Corps of Engineers, Detroit District, is seeking to identify potential contractors that have the capability to provide construction services associated with environmental dredging and remediation of the Lower Rouge River, Old Channel, at Detroit, Michigan. The Old Channel runs from the main channel of the Rouge River to the outlet at the Detroit River. The channel is approximately 200 feet wide and 1.5 miles long, running between Zug Island on the east and the Detroit shoreline on the west side of the channel. Sediments in the channel have been environmentally impacted by years of industrial activity along and upstream of the waterway. The objective of the project is to remediate contaminated sediments under the authority of the Great Lakes Legacy Act, as implemented by the Environmental Protection Agency. Work will generally involve removal and offsite disposal of sediments contaminated with polycyclic aromatic hydrocarbons (PAHs) and non-aqueous phase liquids (NAPLs). Specific activities will include: A. Removal and disposal of debris and obsolete structures; B. Installation of approximately 700 linear feet of temporary sheet pile wall for shoreline protection, and placement of approximately 13,000 cubic yards of backfill materials for scour protection; C. Dredging and disposal of approximately 70,000 cubic yards of contaminated sediments; D. In situ capping of approximately 1 acre of river bottom; E. Establishment and maintenance of water quality controls; F. Decontamination of equipment; G. Pre-discharge treatment of wastewater; H. Verification sampling and surveys; The estimated cost of construction is between $10,000,000 and $25,000,000. The North American Industrial Classification System (NAICS) code is for this work is 237990, which has a small business size standard of $27.5 million in average annual receipts for dredging and surface cleanup activities. Estimated Time for Solicitation, Award, and Performance: The contract is expected to be solicited and awarded in the late Spring of 2018, with a one-year period of performance This is NOT a request for proposals. This announcement is for planning purposes only to determine what type of pool of contractors is available, interested, and capable of performing the work. All qualified companies are encouraged to respond, including small business, service disabled veteran owned businesses, HUBZone firms, Woman Owned, 8(a) firms and large businesses. In order to determine the extent of industry interest and capability to address this requirement, interested contractors should present the following information: 1. A fully completed Sources Sought Information Request Form, which has been posted as an attachment to this notice. 2. Provide descriptions of two projects that are substantially complete or completed within the last ten years which are similar to this project in size, scope, and dollar value. 3. Provide a descriptive statement of the company's capacity to perform this work at this location, addressing the ability to mobilize, subcontract as necessary, schedule, supervise, supply, and execute such work. Include a statement indicating how much of the work would be self-performed by the potential prime contractor. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments.
