Description
Sources Sought W912P8-18-SS-0001: The United States Army Corps of Engineers, New Orleans District has a requirement for Single Stream Recycle and Trash Removal at the United States Army Corps of Engineers, New Orleans District (USACE, NOD), 7400 Leake Avenue, New Orleans, LA 70118-3651. THIS IS NOT A REQUEST FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SOURCES SOUGHT. The Government will use responses to this Sources Sought synopsis to make appropriate acquisition decisions regarding the type of procurement to be used. Requirement is to provide all labor, supplies, materials, equipment, supervision, and initial recycling practices/introduction to execute single stream recycling and trash collection services. Requirements and examples of minimum requirements (this is not all-inclusive of all mandatory minimum requirements): The USACE, NOD consists of the HQ building; Administration building, Child Care Center; Shops building; Warehouse; and Wharf facilities. Current quantity and types of containers, container sizes, and pick up for recycling and trash removal from the Facility include: • 10 each 3 cubic yard containers, (four (4) - for trash) and (six (6) - for recycling) picked up five (5) days a week, Monday - Friday. • 7 each 6 cubic yard containers, (one (1) - for the Childcare trash) and (six (6) - for the warehouse trash) picked up two (2) days a week (weekdays only, no weekends); and • 1 each 30 yard container, picked up approximately three (3) times a month (weekdays only, no weekends) Contractor to furnish and maintain all equipment to include containers required for USACE, NOD Contractor representative to provide meeting/presentation on recycle process, i.e., acceptable recyclables what is/is not considered acceptable recyclables. Majority of Single Stream Recycling currently utilizes the 3 cubic yard containers. Contractor will be responsible for separation of all recyclable items within the recycling containers (single stream). All recyclable and trash containers shall be thoroughly cleaned and maintained in sanitary condition. A Safety Data Sheet (SDS) must be submitted to the Contracting Officer for approval before use of any chemicals on USACE, NOD property. Fifty to 80 percent of trash removed from the HQ Building will be recyclable, and must be diverted from Land Fills to Recycling Centers. Failure to do so will be a breach of contract. True waste will be delivered to area landfills in accordance with current local, state, and federal laws. All interested companies meeting stated criteria are invited to submit a Capability Statement consisting of appropriate documentation, literature and brochures and should include: 1) Firm name, address, telephone/fax numbers, CAGE code, DUNS number, and proof of an active SAM's (System for Award Management) registry. 2) Identification of the company's size status (large business or small business). If small business, submit proper certification (socioeconomic status, such as 8a, HubZone, Woman Owned, Service Disabled Veteran Owned). NAICS Code 562111. (3) Past experience with single stream recycle and trash removal must be detailed. IMPORTANT: Responses must be limited to no more than 10 pages. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Corps in tailoring requirements to be consistent with industry capabilities. This sources sought notice is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents WILL NOT be notified of the results of the evaluation. Statements that do not meet all requirements or submitted within the allotted time will not be considered.
