Description
The U.S. Army Corps of Engineers, New England District, is issuing a Sources Sought Announcement for the Painting of the Spillway Bridge at the Townshend Lake Dam, located in Townshend, Vermont to determine the interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned and Small Business concerns as described below. The NAICS code for this procurement is 238320. The project is planned to be issued on or about June 2018. The project will occur in the summer/fall of 2018 and is expected to take about two months, including submittal approval. The estimated construction cost is between $500,000 and $1,000,000.00. This project consists of the following components: •· Conduct Traffic Control with signage to allow traffic to get around this bridge which is used by the public. •· Remove existing failed paint using abrasive blasting and repaint the following: •o Joint cover plate and steel angle that is embedded in the concrete in approach •o Handrails •o Brush curb on both sides •o Steel driving surface grate •o All superstructure members to include all four bearing plates •o Steel brackets bolted to the vertical concrete wall in the vicinity of the bridge. •· Replace several nuts and bolts that have rusted to experience section loss. Estimated amount is 24. •· Replace bolts and nuts at the east bearing plates that have experienced section loss. Amount is two. •· Replace grout that has failed and eroded away at the grout pads at the bearing plates at all four bearing plates. •· Apply sealant to the cracks in the concrete approach slabs on both approaches. •· Replace the guardrail support post, concrete and guardrail itself where it was damaged due to a recent automobile impact. This is located on the southeast side of the northeastern end of the bridge, where it joins Highway 30. The spillway bridge is approximately 120 feet above the spillway channel. Fall protection will be a necessary component of this work. The spillway bridge at Townshend, Vermont is a single span, steel deck-type Pratt truss constructed in 1961. The span length center to center of bearings is 160'-0". The roadway width is 12'-4" between steel curbs, with a 1'-6" wide safety walk on both sides. On each side of the deck, there are 1'-0" wide by 10" high curbs. There are 3'-0" high steel guardrails on either side of the bridge. The deck consists of 5" deep open steel grating. The bridge was last re-painted in 1999. The painting firm must demonstrate its qualifications by providing current proof of certification as promulgated by The Society for Protective Coatings (SSPC): SSPC QP 1, Standard Procedure for Evaluating Qualifications of Painting Contractors, (Field Application to Complex Industrial Structures). Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.) as well as qualifications and experience in performing the work components stated above. Please include at least two specific examples of the firm's experience performing the work requirements stated above. The projects must have been performed within the last five years. Please indicate the team subcontractors that will be used to support the offeror's effort and include their prior experience and qualifications, if subcontractors are planned to be used. Proof of bonding capability is required. Responses are due December 7, 2018. Responses should be emailed to Julio Hall (Julio.E.Hall@usace.army.mil). Responses are limited to twenty pages. Interested firms shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
