MARKET SURVEY NOTICE Final Drive Repair of the M88A2 Recovery Vehicle DESCRIPTION OF INTENT: This is a Request for Information (RFI). No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation, nor is it a request seeking contractors to be placed on a solicitation mailing list. Response to this market survey is voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey and any follow-on information requests. Data submitted in response to this market survey will not be returned. No solicitation document exists at this time, and calls requesting a solicitation will not be answered. DISCLAIMER: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Army is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI and all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. OBJECTIVE: The United States Army TACOM Life Cycle Management Command (LCMC) is seeking information on contractors that possess the expertise and capabilities to overhaul (rebuild) and provide a Condition Code A (Like New) M88A2 Final Drives {NSN: 2520-01-432-2681, Part No. 12365777 and 2520-01-432-2685, Part No. 12365778}, according to NMWR 9-2520-896 (dated Nov 2016) to the U.S. Government. The Government will supply condition Code F unserviceable assets as cores for this program. The condition code "F" Final Drives that will be supplied were removed from fielded vehicles by the users (Soldiers) during their troubleshooting of system failure. We do not know or have access to any information as to why these units were determined to be non-functioning and replaced. These will need to be inspected once the assets have been sent to facility, prior to repair. The U.S. Army is currently seeking information from contractors that are interested in becoming a supplier of overhauled (rebuild) of these Final Drives as a way to replenish inventory. SYSTEM DESCRIPTION: DESCRIPTION OF M88A2 Final Drive The Final Drive provides gear reduction and braking capabilities for the Army's M88A2 HERCULES, a tracked combat vehicle used for heavy recovery/towing. PERFORMANCE REQUIREMENTS: Please reference performance requirements found on Top Level Drawing 19207-12474781 and NMWR 9-2520-896, dated Nov 2016. RESPONSES: Each initial response to this market survey shall include: 1. A brief (no more than one page) company description, summarizing the organization's history and pertinent industry experience. 2. An executive summary (no more than one page) of the information submitted in response to this market survey. 3. Point(s)-of-Contact (POC) with associated contact information. 4. Answers to the following questions: a. Does your company currently overhaul a product that is similar to the M88A2 final drive? If yes please provide additional information on this item and describe how this item or process would be similar. b. What is your experience M88A2 final drive repairs? c. Do you have rights to order from Army Supply System (DLA)? d. Can you obtain all source controlled repair components? e. Will your company have to reverse engineer any components? If yes, which components and will you be able to provide a First Article Test (FAT) on the M88A2 final drive? f. If a First Article Test (FAT) was required how long would it take you to execute a FAT? g. 100% testing will be required, as defined in NMWR 9-2520-896 dated Nov 2016, to verify an overhauled unit. Is your company able to develop a test stand that will validate a successful overhaul and identify an overhaul that was not successful? h. How long would you estimate your repair time to be? i. How much transition time would your company require to perform this contract? j. Are you currently registered in the System for Award Management (SAM) and the Wide Area Workflow (WAWF)? k. Describe your facilities, transportation, manufacturing, and manpower capabilities and capacity and inventory management? l. What quality control measures do you currently have in place? m. Describe your experience with Government Source Inspection, and other OSHA standards? n. How many employees are in your company? o. What is your company's annual revenue? RESPONSE FORMAT(S): Only electronic responses are requested. Please provide e-mail responses in PDF format to the Government POCs listed below. If you submit multiple e-mail messages, please make sure the subject lines include, for example, "message 1 of 3, 2 of 3, 3 of 3," as well as [Organization Name]. All interested entities (e.g. companies, non-profit organizations, and academic institutes), regardless of size, are encouraged to respond to this request for information. All material submitted in response to this market survey must be unclassified and properly marked. GENERAL INFORMATION: The Government appreciates the time and effort taken to respond to this market survey. The Government acknowledges its obligations under 18 U.S.C. §1905 to protect information qualifying as "confidential" under this statute. [To avoid possible confusion with the meaning of the term "confidential" in the context of Classified Information," we will use the term "PROPRIETARY."] Pursuant to this statute, the Government is willing to accept any PROPRIETARY (e.g., trade secret) restrictions placed on qualifying data forwarded in response to the survey questions and to protect it from unauthorized disclosure subject to the following: 1. Clearly and conspicuously mark qualifying data with the restrictive legend (all caps) "PROPRIETARY" with any explanatory text, so that the Government is clearly notified of what data needs to be appropriately protected. 2. In marking such data, please take care to mark only those portions of the data or materials that are truly proprietary (excessive breadth in marking inappropriate data as "PROPRIETARY" may diminish or eliminate the usefulness of your response - see item 6 below). Use circling, underscoring, highlighting, or any other appropriate means to indicate those portions of a single page which are to be protected. 3. The Government is not obligated to protect unmarked data. Additionally, marked data that is already in the public domain or in the possession of the Government or third parties, or is afterward placed into the public domain by the owner or another party through no fault of the Government will not be protected once in the public domain. Data already in the possession of the Government will be protected in accordance with the Government's rights in the data. 4. Proprietary data transmitted electronically, whether by physical media or not, whether by the respondent or by the government, shall contain the "PROPRIETARY" legend, with any explanatory text, on both the cover of the transmittal e-mail and at the beginning of the file itself. Where appropriate, when only portions of an electronic file are proprietary, use the restrictive legends ‘PROPRIETARY PORTION BEGINS:" and "PROPRIETARY PORTION ENDS." 5. In any reproductions of technical data or any portions thereof subject to asserted restrictions, the government shall also reproduce the asserted restriction legend and any explanatory text. 6. The Government sometimes uses support contractors in evaluating responses. Consequently, responses that contain proprietary information may receive only limited or no consideration since the respondent's marking of data as "PROPRIETARY" will preclude disclosure of same outside the Government and therefore will preclude disclosure to these support contractors assisting the evaluation effort. The Government will use its best efforts to evaluate those responses that contain proprietary information without using support contractors consistent with the resources available.
