- THIS POST IS A SYNOPSIS. THIS IS NOT THE SOLICITATION. PLEASE READ THE SYNOPSIS CAREFULLY FOR ANTICIPATED SOLICITATION POSTING INFORMATION. (1) Action (Classification) Code. Y - Construction of structures and facilities (2) Subject. ARNFPNG Red Feather Work Center Water System (3) Description. USDA FS will award a single-award firm fixed price (FFP) contract for a water system reconstruction project addressing system supply, storage, and distribution. (4) Contracting Office Address. 2150 Centre Avenue, Bldg. E Fort Collins, CO 80526 (5) Product or Service Code. Y1AZ, Construction of Other Administrative Facilities and Service Buildings (6) NAICS Code. 237110, Water and Sewer Line and Related Structures Construction (7) Set-aside Status. Total Small Business (8) Proposed Solicitation Number. 1282AT18R0006 (Replaces AG-82AT-S-17-0017, which is in the process of being cancelled on FBO and in Government Contracting System (IAS)) (9) Proposed Solicitation Period. Solicitation period anticipated from 15 November 2017 - 22 December 2017. The actual due date will be shown in the solicitation. This period is "proposed." (10) Site Visit. Offerors are encouraged and authorized to visit the site on their own. A formal site visit will be arranged ONLY IF 3 or more offerors request it. (10a) Pre-proposal Conference. A pre-proposal teleconference may be held. The current date, time and phone information is TBD. Check Section L of the solicitation to confirm the date and time of the pre-proposal conference. (12) Place of Contract Performance. The project is located within the Canyon Lakes Ranger District near the Red Feather Work Center close to 274 Dowdy Lake Rd, Red Feather Lakes, CO 80545. On a map, it would be the northwest ¼ of Section 34, and the southwest ¼ of Section 27, Township 10 North, Range 73 West, 6th Principle Meridian. The site is in mountainous terrain at an elevation of 8,230 feet. Larimer County. (13) Contract Type: Firm Fixed Price (FFP) (14) Contract Award Period of Performance. The anticipated period of performance is 30 days after the notice to proceed is issued. The anticipated period of performance is 1 June 2017 through 2 July 2018. (15) Contract Award Date. On or about 19 January 2018 (16) Contract Award Dollar Amount. It is anticipated that the range price of this contract will be (FAR 36.204): Between $100,000.00 and $250,000.00. Contractor shall have the **bonding** capacity for this project. (17) Contractor. TBD following evaluation of competitive proposals. One (1) Contractor will be selected for single award. Contractor must have active registration in SAM IAW FAR 52.204-7. To register, go to https://www.sam.gov/portal/SAM/#1. (18) Additional Information. (18.i) Bonding is required for this contract. Offeror shall provide a bid bond with the proposal to ensure that payment and performance bonding can be obtained if selected for contract award. The payment bond is to be 20% of the bid price. If awarded, the performance and payment bonds are to be 100% of the award amount. Refer to FAR 28.102-2. This guidance is in accordance with FAR 52.228-1. (18.ii) Cutoff for Questions. The cutoff for questions pertaining to this solicitation is Wednesday, 20 December 2017 NLT 1300 MT. (e.g. Questions: 1282AT18R0001) (18.iii) Proposal Submission. Proposals are due Friday, 22 December 2017 by 1300 MT. Proposal submissions must include the solicitation number in the subject of the email(s) and contractor name. (e.g. Proposal Response: 1282AT18R0001, ABC Company) Contractor is responsible for verifying receipt of proposal by the Contracting Officer. (18.iv) Tips for Submission. a.Read the solicitation carefully and ensure that proposals include all documents specified in Section L. b.Ensure all questions have been addressed prior to proposal submission. c.All sections are required to have title pages.
