Description
This is a Request for Information (RFI) for planning purposes only, as defined in Federal Acquisition Regulation (FAR) subpart 15.201(e). This is NOT a solicitation for proposals, proposal abstracts, or quotations. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government will NOT pay for information and materials received in response to this RFI and is no way obligated by the information received. This notice is for market research purposes only, to obtain information regarding (1) the availability and capability of all qualified performer sources, (2) including small businesses; HUB Zone small businesses; service-disabled small businesses; veteran-owned small businesses; woman-owned small businesses; small disadvantaged businesses; and universities and educational institutions, (3) their size classification relative to the North American Industry Classification System (NAICS) Code for the proposed acquisition. The applicable NAICS Code is 611692 Automobile Driving Schools with a size standard of $7.5M. Responses to the information requested will assist the Government in determining the appropriate acquisition method for Austere Combat Mobile Vehicular Driving and Recovery Training. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor this website for additional information pertaining to this requirement. Background: Special Operations Logistics Support Element (SOLSE) requires unit members to be confident and comfortable driving in austere and hazardous conditions: a. As related to advanced mobility techniques: one-time introduction to tactical driving, vehicle recovery, navigation, and field expedient repairs. b. Instructors must be Camel Trophy Veterans, National Off-Road Racing Association (NORRA) Rally Master qualified, have military and civilian off-road competition experience, have 4x4 event supervisor experiences, and be a qualified Emergency Medical Technician (EMT). c. Course of Instruction (COI) must discuss skills associated with advanced mobility techniques and include a curriculum that is hands-on in real-world scenarios (e.g. the Grand Canyon and desert regions of South West United States; the Rocky Mountains; and, river crossings in the Mid West United States). d. The first available instructional training must begin February 2018. Anticipated requirements: The Contractor shall provide vehicles, instruction, material, land usage, maps (hardcopy or electronic versions), training locations (including all access requirements/fees), and applicable exercises to meet the requirements. The contractor shall be responsible for developing a comprehensive training plan that includes Training Performance requirements; utilize a walk and run method for all vehicle operations as well as vehicle recovery operation; provide hands on training; and will continuously become more challenging and difficult for the individual and team. The contractor shall be responsible for training, evaluating, and assessing all Trainees that receive the training. The contractor shall provide "on the spot" verbal feedback to trainees, and any and all documentation to the Government Lead representative at the training. Training objectives: --Austere Vehicle Driving --Field Expedient Vehicle Recovery --Driving in Austere and Hazardous Conditions --Tactical Driving --Vehicle Recovery --Mounted Land Navigation --Route planning --Calculate vehicle fuel requirements --Vehicle platform loading --Expedient welding Submission Instructions: Detailed capability responses shall be submitted and received via email to lee.a.hess.civ@mail.mil no later than 1:00PM ET 17 Nov 2017. Documents shall be no more than 15 pages total, electronic in Microsoft Word, Excel, Power Point, and/or Adobe Portable Document Format (PDF) and provided as attachments to the Email. No telephonic responses to this RFI will be considered. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to the RFI will not be returned. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Please be advised that Government support contractors will have access to any and all information submitted under this requirement.
