BOM THIS IS A SOURCES SOUGHT; THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. Requests for solicitation will receive no response. THIS SOURCES SOUGHT IS PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY. This Sources Sought is conducted to identify potential sources capable of meeting the requirements for providing NASIC/RXOC or its successor organization(s). Please review, in this order, the Sources Sought and the Bill of Materials (BOM). The United States Air Force (USAF), through the Air Force Life Cycle Management Center (AFLCMC), is seeking sources to provide: Support, maintenance, updates, and training for unlimited organizational Predictive Analytics for Improved Cost Management Systems, L.L.C, (PRICE Systems, L.L.C.), software product site licenses currently used by the Air Force Materiel Command (AFMC). Support, maintenance, updates, and training can be defined as including (but not limited to) toll free, 24x7x365 telephone support solutions. PRICE Systems, L.L.C. developed a highly specialized software tool called TruePlanning that offers a comprehensive predictive analytic cost estimating & analysis framework with internally inte; onsite mentoring; new software releases and enhancements released during the period of performance; live, instructor-led web-based training; live, public training class seats; and instructor-led onsite training for new sites which need training to get up and running on the TruePlanning Best Practice suite of tools, as well as existing locations for either additional retraining, or training for groups which are new to PRICE grated, reusable models capable of estimating systems-of-systems acquisitions including hardware and software, development, production, and O&S costs. Force multiplication templates are provided in a format that enables Air Force estimators to operate with significant efficiency when developing estimates. These force multiplication templates of Air Force systems (Aircraft, Missiles, Propulsion, Electronics, UAV's for example), calibrated to publicly available data, enable Air Force estimators to easily inject proprietary government data reflecting past performance, resulting in highly credible, defensible estimates. These templates provide the vehicle to store proprietary Air Force data in a standard format that is highly available and accurate. Taken together, both the TruePlanning framework and its inherent models represent a unique predictive estimating capability not found elsewhere. One of the most unique and important features is the ability to combine both hardware and software models into a common estimating structure. This allows a complete estimate including hardware/software integration at the Assembly and System level allowing for comprehensive Systems-of-Systems modeling. This is enabled by TruePlanning's unique System's cost model that not only estimates a full range of System Engineering and Program Management activities, but understands the interaction and complexity of lower level assemblies containing both Hardware and Software components. This unique capability is important because stand-alone parametric estimating models (either Hardware or Software) miss the complex integration and system engineering tasks leaving key activities un-estimated. By using the unique framework features combined with the ability to include diverse predictive models, TruePlanning ensures that estimators represent the complexity of modern day acquisition programs including full life cycle support. Capabilities Package The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. The package shall include the following information: 1. Firms responding to this announcement should indicate whether they are a large business, small business, Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB), 8(a) certified business, Service-Disabled Veteran-Owned Small Business (SDVOSB), or Historically Underutilized Business (HUBZone) 7. Company Size and CAGE code 8. Is your company domestically or foreign owned (if foreign, please indicate the country of ownership) The National American Industry Classification System (NAICS) code for this action is 33461. All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DoD contract. All submissions are requested to be made electronically by 4:00PM EST on 14 November 2017 and emailed to AFLCMC/PZIT Attn: Sean Duffy email: sean.duffy.3@us.af.mil. The Government will neither award a contract solely on the basis of this sources sought, nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. This sources sought does not constitute a Request for Quotation, Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does this issuance restrict the Government's acquisition approach. The Government reserves the right to reject in whole or part any industry input as a result of this announcement. The Government recognizes that proprietary data may be a part of this effort. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. The Government reserves the right to contact the submitting parties as required, for further clarification on material provided. In addition, the Government will use its assessment of the information and other research to determine which sources appear qualified to perform the work required by the Government.
