- Prequalification of Sources Attachment B Past Performance Questionnaire Prequalification of Sources Attachment A Submission and Evaluation Criteria PREQUALIFICATION OF SOURCES FBO Announcement for Missile Field #4, Fort Greely, Alaska Mechanical-Electrical Building (MEB) and Missile Field Infrastructure with Utilidors This is a PREQUALIFICATION OF SOURCES announcement, issued in accordance with DFARS 236-272. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Respondents will be notified of the results of the Prequalification of Sources Selection. The U.S. Army Corps of Engineers (USACE), Alaska District is seeking to create a Prequalified Sources List for horizontal and vertical/civil construction projects in support of the Missile Defense Agency (MDA) program for the Ballistic Missile Defense System (BMDS) at Fort Greely, Alaska. It is anticipated that the Prequalified Sources List will be used for solicitation and award of a Mechanical Electrical Building (MEB) and a Missile Field Infrastructure with Utilidors for construction of the Missile Field #4 at Fort Greely. The projects are intended to be solicited as separate, C-type, stand-alone, Firm-Fixed-Price construction packages to the list of Prequalified Sources. The Prequalified Sources may also be requested to comment on biddability and constructability of the design. The single project magnitude of construction is anticipated to range between $25M and $100M. In accordance with the criteria stated in DFARS 236.204, the combined magnitude of construction for both projects is anticipated to range between $100M and $250M. The Prequalified Sources List will be established based on responses received and evaluated in accordance with the submission and evaluation criterial included under this FBO Announcement. This initial selection step of determining the most highly qualified firms for inclusion on the list of Prequalified Sources is referred to as the Prequalification Process (see Attachment A for additional submissions instructions and evaluation criteria). The Government intends to prequalify no more than 3 firms as most highly qualified for inclusion on the list of prequalified sources. Once the Prequalified Sources List is established, each prequalified source may submit offers in response to each project solicitation (Construction Solicitation Process). The Construction Solicitation Process will be initiated once the project plans/specifications have been finalized. The Construction Solicitation Process is intended to follow a best value tradeoff selection process. The solicitation shall require submission of technical and price proposals, which will be evaluated separately, in accordance with FAR Part 15. Responses to this FBO Announcement (Prequalification Process) will also be considered as part of the agency's Best Value Tradeoff evaluation process (Construction Solicitation Process) to determine the offeror which represents the best value to the Government for award of each construction project. The current construction program consists of a Mechanical Electrical Building (MEB) and a Missile Field Infrastructure, to include Utilidors. The MEB will be shielded in support of the Ballistic Missile Defense System at Fort Greely, Alaska. This requires the construction of the Missile Field infrastructure and a MEB with High Altitude Electromagnetic Pulse (HEMP), Electromagnetic Interference (EMI) and blast protection. The MEB construction utilizes reinforced concrete walls and ceiling covered with metal panels, and a standing seam metal roof. Lightning protection and equipment grounding systems will be included. The MEB foundation includes features to meet site-specific ground motion requirements, seismic requirements, and blast protection requirements. Special construction features will include HEMP protected mechanical and electrical equipment including chillers, heat exchanges, water pumps, demineralizing system for humidity control, transformers and switchgear, and uninterruptable power. MEB HEMP and EMI protection include steel plates and custom-built specialty power filters. The HEMP and EMI protection is required to be tested and certified. The MEB blast protection consists of heavily reinforced concrete walls and ceiling, blast rated doors and valves, and foundation substructure anchoring. Specialized controls systems to be installed in the MEB and integrated into the Missile Defense Complex include: Power Control Monitoring System (PCMS), Power Quality Monitoring System (PQMS) and Site Control Monitoring system (SCMS). The Missile Field infrastructure construction will include boring, installing the silo liner, Silo Interface Vault (SIV) concrete pad, and site utilities to the SIV. NAICS/Size Standard: The North American Industry Classification System (NAICS) codes for these procurement is 236210 (Industrial Building Construction) with a size standard of $36.5M and NAICS Code 237990 (Other Heavy and Civil Engineering Construction) with a size standard of $36.5M. PREQUALIFICATION PROCESS Process for Qualification: The Prequalified Sources List will be established and administered by the Alaska District. NOTE: A conference will be held at Fort Greely approximately 2 weeks prior to the proposal due date and will be open to parties interested in being considered for inclusion in the Prequalified Sources List. Specific time and location at Fort Greely will be announced via amendment to this posting at least 10 days prior to date of the conference. SUBMISSION REQUIREMENTS: To be considered qualified for inclusion on the Prequalified Sources List, firms must provide responses to the submission requirements identified in Attachment A and Attachment B to this FBO Announcement. Interested Firms shall respond to the Prequalification of Sources Announcement no later than 1400 hours Alaska Standard Time on 11 December 2017. Offerors must mail or deliver complete Prequalification Statements to be received no later than the date and time stated above or subsequent amendment to the Prequalification Announcement. Questions concerning Prequalification Submission receipt can be directed to the Contract Specialist/Contracting Officer listed in this notice. Offerors are advised to plan accordingly. No arrangements will be made by the Government to assist in submission delivery. Day-pass procedures will not be used for Prequalification Statement delivery purposes nor are there Prequalification Statement pick-up services. No escort services will be provided. It is incumbent on the offeror to plan for unanticipated delays in delivery of Prequalification Statements. Due to heightened security at Government installations, visitors to the Joint Base Elmendorf-Richardson (JBER) must use the Boniface Gate or Fort Richardson Gate (Visitor Centers). All vehicle occupants are required to wear seatbelts and hand-held cell phone usage by vehicle operators while driving on base/post is prohibited. Violators will lose their Base/Post driving privileges for these offenses. For offerors who will have their Prequalification Statement hand-delivered, or use personal delivery services such as DHL, UPS or FedEx, the delivery must be by person, courier or personal delivery service with active base access. A Best Value Tradeoff evaluation process is intended to be used to determine which prequalified firm(s) represents the best value to the Government for performance of each contract requirement. The Best Value Tradeoff evaluation process will be fully defined when the project solicitation(s) are issued to the list of prequalified sources. It is anticipated that the tradeoff may consist of the following criteria: evaluation results from Prequalification Process, technical approach/management plan, schedule, subcontracting, and price. The tradeoff portion of the solicitation(s) shall require submission of technical and price proposals, which will be evaluated separately, in accordance with FAR Part 15. The solicitation(s) will identify whether all evaluation factors, other than price, when combined are (1) significantly more important than cost or price; (2) approximately equal to cost or price; (3) significantly less important than cost or price.
