- SOURCES SOUGHT SOURCES SOUGHT/REQUEST FOR INFORMATION US ARMY CORPS OF ENGINEERS, VICKSBURG DISTRICT (MVK) FY18 LEASE OF ONE CUTTERHEAD, HYDRAULIC PIPELINE DREDGE (NOT LESS THAN 22-INCH DIAMETER), FULLY OPERATED WITH ATTENDANT PLANT AND PERSONNEL, WITH A DRAFT NOT TO EXCEED 9 FEET, FOR CONSTRUCTION AND MAINTENANCE DREDGING WITHIN THE VICKSBURG DISTRICT, OTHER DISTRICTS WITHIN THE MISSISSIPPI VALLEY DIVISION, OR DISTRICTS ADJACENT TO THE VICKSBURG DISTRICT MULTIPLE AWARD TASK ORDER CONTRACT (MATOC) This market survey is for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The Government will not pay for any information provided as a result of this market survey. The purpose of this request for information is to gage industry interest, capabilities and qualifications of firms interested in submitting proposals for participation in the competition to award a Multiple Award Task Order Contract (MATOC), with a Base and Four (4) Option Years, for Lease of a Cutterhead, Hydraulic Pipeline Dredge (Not Less Than 22-Inch Diameter), Fully Operated with Attendant Plant and Personnel, with a Draft not to Exceed 9 Feet, for Construction and Maintenance Dredging within the Vicksburg District, Other Districts within the Mississippi Valley Division, or Districts Adjacent to the Vicksburg District, to a yet to be determined number of highly qualified contractors. The U.S. Army Corps of Engineers, Vicksburg District (MVK) is planning for the solicitation & award of a Multiple Award Task Order Contract (MATOC), to highly qualified source(s), capable of performing construction dredging on the Mississippi River Harbors (LMR 405-584.4), Red River Waterway (Mile 33 - 235), and the Ouachita and Black River Waterways (Mile 0 - 332). Contractors awarded a contract within the MATOC, would be required to furnish all plant, labor, materials, and equipment necessary for performing construction dredging. The material to be dredged will consist of sand, gravel, loose rock, silt, mud and clay; and in certain localities stumps, roots, logs, riprap, driftwood, sunken objects, and miscellaneous debris may be encountered. The dredge must be equipped with suitable pump impellers and cutters to efficiently handle these varying materials on pipeline lengths up to 6,500 feet. Upon award of the base MATOC, individual task orders will be competitively awarded to contractors within the MATOC pool, through designating the locations and amount of hours that will be performed on each Task Order. All interested, capable, qualified and responsive contractors are encouraged to reply to this sources sought notice. The Government is requesting interested contractors to furnish the following information: (1) Company name, address, point of contact, telephone number, and e-mail address. (2) Type of Business (small business, small disadvantaged business, etc.) (3) State your firm's bonding capacity as of the date of your response. (4) What negative impacts, if any, will your firm experience as a result of the consolidations of specific requirements into a MATOC? (5) Will consolidating this requirement impact your ability to participate in this type requirement within the Vicksburg District? (6) Is your firm interested in submitting a proposal for evaluation and consideration for award of a MATOC? All responses will be reviewed for preliminary planning purposes in determining future acquisition strategy. Submission of information should be limited to not more than five (5) pages. If your firm is a Small Business, provide affirmation that your firm can comply with the following minimum requirements: FAR 52.219-14, Limitations on Subcontracting, requires that a small business concern perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. The North American Industrial Classification System (NAICS) Code applicable to this requirement is 237990, Other Heavy and Civil Engineering Construction. The Small Business Size Standard for this requirement is $27.5 million. Offerors must be registered with the System for Award Management (SAM), including the NAICS code they are bidding under, in order to receive a Government contract award.
