Response Date: November 16, 2017 The U.S. Army Corps of Engineers Detroit District is seeking firms that have the capability to provide construction services for environmental dredging to remove approximately 205,000 cubic yards of Stamp Sands material from 3 locations near Gay, Michigan. Approximately 20,000 cubic yards from the Grand Traverse Harbor. Approximately 10,000 cubic yards from areas north of Grand Traverse Harbor along the breakwall and approximately 175,000 cubic yards from an area north of Buffalo Reef known as the Trough. The disposal area will be along the shoreline in an area located southwest of Gay, MI. The U.S. Army Corps of Engineers Detroit District contemplating for this requirement to be solicit as Invitation for Bid (IFB); Small Business Set-Aside. The result of the market research will contribute to determining the method of procurement. This Sources Sought announcement is for planning and market research purpose only. Qualified companies are encouraged to respond. This is NOT a Request for Proposal (RFP), or Information for Bid (IFB). The contract will have an estimated 120 calendar day completion requirement; The contract is expected to be awarded in May 2018. The extimated cost of construction is between $1,000,000 and $5,000,000. The North American Industrial Classification System (NAICS) code is 237990, which has a small business size standard of 27.5 million. The responses received to this notice shall be in summary format and shall not exceed five (5) pages, including the Source Sought Information Form. In order for the Government to determine the extent of industry interest and experience in the project, interested contractors shall present the following information: 1. A complete Sources Sought Information Request Form. located in this "Source Sought" notice on www.FBO.gov. 2. If applicable, identification and verification of company; Small Business, Hub Zone, 8(a) Veteran Owned Business, Service Disable Veteran Owned Business and Women Owned Business. Small Business, subject to verification by Small Business Administration (SBA). 3. A letter from the firm's bonding company verifying that the firm can be bonded up to the amount of this project (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). 4. Past Experience - provide descriptions of two projects substantially complete or completed within the last five years which are similar to this project in size, scope, and dollar value. Qualified companies, are encouraged to respond regardless of their size or socio-economic status. No basis for claim against the Government shall arise as a result of a response to this Sources Sought Notice or Government use of any information or comments provided. The Government will not pay for information or comments provided and will not recognize any cost associated with submission of comments. Responses are to be proved in either Microsoft Word or Adobe Acrobat pdf format. Please submit responses no later than time stated in this notice. Respondents will not be contacted regarding their submission or information gathered as a result of the Source Sought notice. The formal solicitation will be issued at a later date by a separate announcement.
