- Solicitation N0016718Q0003 for Pulse Amplifiers Solicitation Introduction Information. This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures for two 100-watt pulse amplifiers, all built to the specifications provided herein. This solicitation will be competed on a full and open basis amongst all business offerors. This announcement constitutes the only solicitation and a written solicitation will not be issued. Quotes are being requested under Request for Quotation ( RFQ) no. N0016718Q0003. The NAICS code is 335999 and the business size standard is 500 employees. The provisions and clauses included and/or incorporated in th is solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2005-95 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20161222. SEE ATTACHED SOLICITATION FOR CLAUSES AND PROVISIONS. The Government will award a contract resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely quotes received from eligible offerors on a lowest price technically acceptable (LPTA) basis. The Government intends to evaluate quotations and award a contract without discussions with offerors. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Evaluation Factors (in order of importance) •1. Technical - Offerors' quotes must reflect the required specifications included in the RFQ. •2. Price - Offerors' quotes must include all applicable costs. See 52.212-2 - EVALUATION OF PROPOSALS, incorporated into this solicitation at pages 30-31, for additional information regarding the evaluation process for this award. Questions/clarification regarding this solicitation must be submitted via email to james.valiga@navy.mil. Any questions must be presented no later than 27 November 2017 and will be answered in an amendment to the solicitation. Quote packages are due by 8 December 2017 by 10:00 AM EST. Late quotes will not be considered. Quote packages shall be sent to james.valiga@navy.mil and contain a cover sheet that provides the following information: •a) Official Company Name; •b) Point of contact including name and phone number; and •c) DUNS number.
