- Draft SOW Request for Information I. INTRODUCTION/PURPOSE This is a request for information for planning purposes only. The Government is seeking industry input from all sources (small and large businesses) at this time. Small business concerns are highly encouraged to respond to this request in order for the Government to determine if this acquisition should be set aside for small business participation only. The results of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541380 (Testing Laboratories) with a size standard of $15 million. Interested parties must be registered under NAICS 541380 in the System for Award Management (SAM) at www.sam.gov, formerly known as CCR (Central Contractor Registration). The Government plans to consider all information submitted in response to this Sources Sought notice. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. II. BACKGROUND The U.S. Department of Labor, Mine Safety and Health Administration (MSHA) is responsible for enforcing health standards promulgated under the authority of Section 103 (a) of the Federal Mine Safety and Health Act of 1977. A national network of MSHA inspectors collects health samples at approximately 900 coal and 5,400 metal/nonmetal (MNM) mines located in the United States and its territories to monitor miners' exposures to hazardous contaminants. The health samples are analyzed by validated analytical methods and citations are issued to mine operators if exposure limits are exceeded. III. OBJECTIVE MSHA is seeking the services of an American Industrial Hygiene Association (AIHA) certified and National Voluntary Laboratory Accreditation Program (NVLAP) accredited laboratory to supplement its Pittsburgh Safety and Health Technology Center (PSHTC) Laboratory capabilities to analyze health enforcement samples. These samples are collected by MSHA inspectors and other MSHA personnel at mining operations throughout the United States and its territories. The selected Contractor will have the ability to quantitatively analyze a broad range of industrial hygiene and environmental samples, for mineral fibers, asbestos, and Erionite. IV. CAPABILITIES STATEMENTS If your organization has the potential capacity to perform these contract services, please provide a capabilities statement in accordance with the requirements listed herein. Through narrative description, the Contractor's response must identify if they have the capabilities to perform services meeting the needs of this requirement. The response should clearly indicate the vendor's capability to meet the needs outlined within the draft Statement of Work. The following information should also be provided in response to this notice: a. Vendor's name; b. Vendor's address; c. Point of contact name, telephone number, and e-mail address; d. DUNS Number; e. Identification of business size (small business, small disadvantaged, Small Woman-Owned Business, Small Veteran-Owned Business, Small Disabled Veteran-Owned Business, Small/Disadvantaged Business SBA 8(a) Program, (HUB) Zone small business); f. Information on Federal Supply Schedules, Governmentwide acquisition contracts, multi-agency contracts, and any other procurement instruments intended for use by multiple agencies, including Blanket Purchase Agreements (BPAs) under Federal Supply Schedule contracts. The vendor shall provide information outlining the inclusion of the services to be performed under this contract on their Federal Supply Schedule and identifying the services that would be open market; g. If subcontracting or teaming is anticipated in order to deliver the services under this contract, organizations should address the administrative and management structure of such arrangements; h. Vendor's accreditation, ability to meet the quality assurance requirements, required testing, and availability of key personnel; and i. Identify any special organizational terms and conditions relevant to this requirement. V. SUBMISSION REQUIREMENTS a. The capabilities statement should not exceed 10 pages and should be provided in a format compatible with Microsoft Office or Adobe. Vendors are also encouraged to submit product brochures and additional information on their product. These items will not be subject to a page number limitation. b. Responses must be submitted in writing according to the requirements outlined within this document and received via e-mail by smith.mindy@dol.gov no later than 12:00 PM (EST) on November 15, 2017. Late responses may not be considered or evaluated. VI. Responding to this notice does not guarantee an award of a contract nor does the Government guarantee that a solicitation will be issued as a result of this notice. The information provided may be used by MSHA in developing an acquisition strategy, Statement of Work, and/or Solicitation. The Government does not intend to award a contract based on this request or to otherwise pay for the information submitted in response to this request. Interested parties are responsible for adequately marking proprietary, restricted, or competition sensitive information contained in their response. VIII.
