Description
A determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) 13.106-1(b)(1), Soliciting from a Single Source. For purchases not exceeding the simplified acquisition threshold, contracting officer may solicit from one source if the contracting officer determines that the circumstances of the contract deem only one source reasonably available. Bell Helicopter Textron is the sole source to provide Original Equipment Manufacturer (OEM) parts, services and supplies to maintain its entire Bell 407 helicopter fleet. The Tactical Helicopter Unit (THU) requires these OEM parts and services to be available with minimal delay to service its fleet of two different rotary wing aircraft. This procurement is being conducted under Simplified Acquisition Procedures, only one source is reasonably available. The government intends to use FAR Part 12.6 to purchase the above listed items. The North American Industry Classification System (NAICS) code for these item is 488190 - Other Support Activities for Air Transportation. The size standard is 1250 employees. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. No award will be made on the basis of quotations or offers received in response to this notice. Interested parties may submit their interest and capabilities no later than, November 22, 2017 2:00 p.m. EDT. E-mail statements will be accepted but senders are responsible for ensuring the complete transmission and timely receipt. All inquiries shall be sent via e-mail to: ttmiller@fbi.gov. Any party responding to this notice shall shall include a letter from Bell Helicopter Textron confirming that they are an authorized to sell Original Equipment Manufacturer (OEM) parts and provide services needed to maintain the Bell 407 helicopters. The government contemplates a one time, firm-fixed priced Blanket Purchase Order. The intent of this synopsis is for informational purposes only. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements. A determination by the government not to compete this action is based on this notice and solely within the discretion of the government.
