Description
This synopsis is not a request for proposal. It is a market research tool being used to determine procurement strategy. Appropriate procurement strategy will be determined after consideration of industry response to this sources sought synopsis. The Government is not obligated to, and will not, pay for any information received from potential sources as a result of this synopsis. The Government is seeking responses to this sources sought synopsis from all interested businesses capable of providing the requirement. Small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Historically Underutilized Business Zone, Service Disabled Veteran-Owned, Women-Owned Small Business, etc.) are highly encouraged to identify capabilities in meeting the requirements at fair market prices. For any acquisition set-aside for small business, Federal Acquisition Regulation (FAR) 52.219-14, Limitations on Subcontracting, will apply and will require the prime contractor to self-perform at least 50 percent of the labor with its own employees. Prime contractors cannot sub-contract the entire effort. Again, this applies only to small business set-asides. This is a non-personal services contract to provide the Government with qualified contractor personnel to perform promotion and production aspects for the items entitled, "USACC JROTC Co-Curricular Events Championships". These include three individual and separate events (Army JROTC National Raider Challenge Championships; Army JROTC National Drill Championships; and the National High School Drill Team Championships, known as "All-Service Drill Nationals"). These events, as well as several others currently hosted by the Contractor, are explained in detail on the website (http://drill.thenationals.net). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the ARMY CHAMPIONSHIPS as defined in this Performance Work Statement except for those items specified as government furnished property and services. The objectives for the event are as follows: a) To host championship athletic competitions that feature Army JROTC cadets in first-class venues that glorify the objectives outlined within Army JROTC; b) to provide quality competition standards that are well received by the Army officials, cadets, instructors and parents; c) to provide competition awards and event package materials that provide proper recognition for an event of this caliber; d) to ensure that safety remains paramount at all times, with fitting levels of positive memories, event prestige and national recognition for all involved. Provide the Government with qualified contractor personnel to perform all promotion and production aspects for the which aspects shall include: a)Team registration paperwork and entrant fees collection; b)development and distribution of all paperwork required to participate to include Standard Operating Procedure (SOP) booklet, score sheets and others; c)drill and event area setup and cleanup; d)event/staff personnel; e)venue, staffing and insurance requirements contracted and paid for at each location; f)judge assignment, manual, monitoring, training; g)use of the online event registration system for school entry; h) transportation of event materials; i)the design, construct and team package materials presented to each cadet consisting of t-shirt (sized to competitors), chest medallion and team photo (two shots per school, one print per cadet); j)all team and individual trophies & awards for the top five placements in each of 8 team categories; k)social media and website development and topical postings. The appropriate NAICS code is 711320 with a size standard of $15,000,000. Responses to this announcement must be received no later than 1:00 P.M. Eastern Standard Time on Tuesday 14 November 2017. Company size: small or large, new qualified small business sources, including veteran-owned small, service-disabled veteran-owned small, HUBZone small, small disadvantaged, and economically disadvantaged women-owned small business program; 5. Statement confirming the requirements of FAR 52.219-14 will be met should this acquisition be set-aside for small business (if applicable); 6.
