Description
APPLICABLE DOCUMENT: W31P4Q-18-Q-0010 is replacing W31P4Q-17-Q-0124: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W31P4Q-18-Q-0010 is issued as a request for quotation (RFQ). The Government reserves the right to award without discussions. The solicitation document and incorporated provisions and clauses are in effect through the Federal Acquisition Circular 2005-80. The requirement is not a set aside. The associated NAICS code is 332618. The small business size standard is 1,000 employees. Description of the requirement is as follows: 1. Solicitation Number W31P4Q-18-Q-0010 is issued as a full & open competitive request for a Firm Fixed Price quote to procure 150 each Tensiometer Cable Kit to include a standardized set of seven (7) wire rope cables and connecting fitting. The kit is to be used for the calibration of dial indicating Tensiometers (A-A-59380) under vertical load. 2. TECHNICAL REQUIREMENTS 2.1 Cable Construction: All wire rope cables shall be constructed and qualified in accordance with MIL-DTL-83420N, Type 1, Composition A. 2.2 Cable Diameters: The seven (7) wire rope cables shall be the following diameters: 1/16", 3/32", 1/8", 5/32", 3/16", 7/32", and 1/4". 2.3 Cable Length: Each cable shall have an end-point to end-point length of 36" ±1/4". The end-point is considered the contact point when hanging the cable. 2.4 Cable Termination: Each cable shall terminate to a loop with thimble on each end. Thimble loop inside width shall, at a minimum, allow use of a round, 5/16" diameter hook. 2.5 Cable Marking: Each cable shall be permanently marked with cable diameter. Each assembled cable shall be assigned a part number, and each cable shall be permanently marked with the part number. 2.6 Connecting Fitting: Each set of cables shall include 1 each connecting accessory rated for lifting at least 500 pounds (ex. S-Hook, D-Ring, Carabiner). The fitting must be capable of attaching a single cable to a 7/8" inner diameter eyebolt (33045T78). 2.7 Kit Identification: The complete cable kit shall be assigned a part number by the manufacturer and should be identified on the quotation. 3. APPLICABLE DOCUMENTS 3.1 A-A-59380A: TENSIOMETER, WIRE ROPE 3.2 MIL-DTL-83420N: WIRE ROPE, FLEXIBLE, GENERAL SPECIFICATION FOR AIRCRAFT CONTROL. The place of inspection and acceptance is Destination. FOB is at Destination. Ship to DODAAC: SW3227: DLA DISTRIBUTION RED RIVER RECEIVING BLDG 499 10th STREET AND K AVENUE TEXARKANA, TX 75507-5000 Standard commercial warranty. Packaging: Request Standard Commercial Packing for the Cable Kit, to include individual containers for each Cable Kit. Components, Manuals, accessories etc., will be packed with each Cable Kit. Marking/Labeling: Packages will be marked IAW MIL-STD-129P. The Cable Kit will be labeled IAW MIL-STD-130M with the cage code, model number and serial number. DCMA Inspection Criteria: a. Verify all accessories and documentation are packed with the equipment. b. Verify the packaging is sufficient to protect the equipment in shipment and storage. c. Verify the package labeling is IAW MIL-STD-129P. The requiring activity requests the delivery of the above equipment no later than 8 weeks after receipt of the order (ARO). Earlier delivery is desired if at no additional cost to the Government. Provision at 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition and any addenda to the provision also apply. Provision at 52.212-2, Evaluation - Commercial Items, is applicable. The lowest price technically acceptable is the sole evaluation factor. Non cost factors are of equal importance to price. Offerors shall include a completed copy of the provision 52.212-3, Offeror Representations and Certifications -Commercial Items. Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and any addenda to the provision also apply. Clause at 52.212-5 Contract Terms and Conditions - Required to Implement Statutes or Executive Orders - Commercial Items, also applies to this acquisition and additional FAR clauses may be cited as needed. Terms and conditions for this requirement are consistent with customary commercial practices. Contract financing is not authorized. Payment shall be made through Wide Area Work Flow (WAWF), in Accordance with DFARS 252.232-7006. DFARS 252.232-7003 - Electronic Submission of Payment Requests and Receiving Reports and Instructions. Oral Communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the Agency. Quotes are due no later than 28 November 2017 @ 11:59 pm CST. Quotes shall be submitted by email only to kenneth.j.cheatham3.civ@mail.mil or ryan.d.sunderman.mil@mail.mil, other electronic or hard copy submissions are not authorized. QUOTES/OFFERS RECEIVED AFTER THE SPECIFIED DUE DATE AND TIME WILL NOT BE CONSIDERED FOR AWARD.
