- Description
- The Naval War College has a requirement to provide executive (Flag Level) education support. The specific areas of support are for development, support and analysis of training and education planning courses developed specifically for the operational level of war (OLW). The contractor shall provide support to a Combined Force Maritime Component Commander (CFMCC) course in Hawaii 4 February 2018 to 14 February 2018. Under the authority of 10 USC 2304(c) (1) pursuant to FAR 13.106-1(b)(1)(i), the product or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government. As evidenced in the sole source justification provided by the requiring activity there is only one contractor that has the specific qualifications that meet the peculiar requirements of this contract. The CFMCC course will be taught in Pearl Harbor HI, to support regional maritime commanders and senior leaders attending (as students) and lecturing (as guest speakers) at the course. NWC resident faculty members prepare and coordinate the course syllabus, procure teaching materials, and fund administrative expenses. Because the course attendees are 1 and 2 star US and foreign flag officers, it is necessary to contract an individual who can serve as a senior fellow and support faculty for the courses. The qualifications for this position are unique in that they require a combination of professional education, operational experience in maritime warfare as a Fleet Commander (senior/executive levels), familiarity with the regional maritime issues, an understanding of Naval War College missions and functions, and competence in teaching at the graduate level. The Contractor identified is Scott Buskirk. The period of performance will be from 4 February 2018 to 14 February 2018. The solicitation will be posted on or about 9 November 2017 with a closing date of 16 November 2017.The NAICS code is 611710 and small business size of $15M. All responsible sources may submit a proposal, capability statement or quotation which shall be considered by the agency.
