The CMSS source selection will result in award of a primarily Cost-Plus-Incentive-Fee (CPIF) contract. This draft solicitation implements the CMSS acquisition strategy to obtain sustainment support for ground-based electronic warfare (EW) systems and supporting infrastructure in the Space Superiority Systems portfolio and development of the Counter Communication System Block 10.3. The sustainment effort includes depot support and sustainment engineering (DS&SE), system upgrades and modifications, studies and analysis, transition of future systems, and support to operations. The Space and Missile Systems Center Space Superiority Directorate (SMC/SY) contemplates releasing the final CMSS RFP in January 2018 and awarding the CMSS contract in September 2018. An industry day is planned for 12-13 December 2017. The industry day was announced in a notice posted on 6 November 2017. Initial responses to this draft RFP are requested by 4 Dec 2017 so that they may be considered in advance of the industry day. The program office has established a bidder's library in advance of the draft RFP release. A portion of the available documents are classified TS/SCI/SAP. Bidder's library documents are available only upon request. Requests can be made to UDG_SMC_SYCMSSDISTROLIST@us.af.mil. Please use the attached Comment Resoluton Matrix (CRM) to consolidate comments. This request is made to industry for planning purposes and does not constitute an invitation for bids, request for proposals, quotes, or an indication that the Air Force will contract for the effort described in this notice. The Air Force will not reimburse expenses incurred to interested parties for responses. All costs associated with responding to this Special Notice will be solely at the responding party's expense. Responses from small business and small, disadvantaged business firms are highly encouraged. A responding firm should indicate if it is a small business, a socially and economically disadvantaged business, an 8(a) firm, a historically black college or university, or a minority institution. The applicable North American Industry Classification System (NAICS) code is 541330. The small business size standard is $38.5M (Military and Aerospace Equipment and Military Weapons). An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Air Force has entered into contracts with SAIC, AT&T, IAI, TASC, Booz Allen Hamilton, Palski and Associates, Glenn Fyfe Consulting LLC, LinQuest Corp, Quantech Services, ARK Government Solutions Inc., Cosmic Advanced Engineering, DMB Integrated Logistics Planning, Rickman Systems Engineering Corporation, Stellar Solutions, Dynetics, PRKK, TheSI, Agilex, Tech 7 Consulting, Mantech International Corporation, and Tecolote Research. These companies support the SMC/SY program office by performing technical reviews, systems engineering and integration analyses, cost estimation, and other advisory services. Respondents are hereby notified that all responses may be provided to our support contractors consistent with their services to the Air Force. If the respondent disagrees with the release of its response to any of these organizations, the respondent must clearly state this restriction in a cover letter accompanying this notice.
