Box 17300, ATTN: CESWF-CT, Room 2A19, 819 Taylor Street, Fort Worth, Texas 76102-0300 This is not a solicitation. A solicitation will be issued on or about 27 November 2017. CONTRACT INFORMATION: This announcement is a "100% Small Business Set-Aside" acquisition to construct LC-50 repairs and improvements at White Sands Missile Range, New Mexico. Firms will be selected based on demonstrated competence and qualifications for the required work. The North American Industrial Classification System code is 236220, which has a size standard of $36.5 million. A firm-fixed-price contract will be awarded. The contract is anticipated to be approximately awarded in January 2018. To be eligible for contract award, a firm must be registered with the System for Award Management (SAM) database. Register via the SAM Internet site at https://www.sam.gov/. No state level certifications will be accepted. PROJECT INFORMATION: Construction range is between $1,000,000 and $5,000,000. This contract is for the construction of a test facility that consists of an underground chamber, water storage tank, and pumping station at White Sands Missile Range, New Mexico. This project shall consist of site improvements that include, but are not limited to: Constructing a 64 feet diameter concrete pad above a concrete silo and storage tank and lower 64-ft diameter concrete pads. A Rack Room and tunnel system will connect the silo to the existing Control Room. Power for the operational equipment will be provided by a new 208/120V, three phase, 225KVA pad mounted transformer. A water pumping system and HVAC system shall be constructed to serve the silo, Rack Room, and tunnel system. The site shall be excavated, backfilled, and compacted to provide for a berm around the storage tank, access driveway, retaining walls, access tunnel, and other improvements. This project will consist of three (3) phases as described below. There will be three (3) Notice to Proceeds (NTP). An administrative NTP will be issued at award of the contract which will allow the contractor to commence administrative work such as preparing and submitting construction transmittals. The administrative NTP will be the start of the period of performance for Phases 1 and 2 as described below. A construction NTP will be issued once bonds have been submitted and other pre-construction submittals have been approved as required elsewhere in this contract. No site work shall commence until the construction NTP has been issued by the Contracting Officer. There will be a separate Phase 3 NTP issued after the construction of a steel storage tank by others. The storage tank work is expected to last 4 months after completion of Phase 2. The Phase 3 NTP will be the start of the period of performance for phase 3. a. Phase 1 - the period of performance for this phase shall be 270 calendar days from the Administrative NTP. All structural and civil improvements except a portion of the Storage Tank berm shall be constructed. Upon the acceptance of the upper (top) 64 ft. diameter pad, a test tank will be erected by others. b. Phase 2 - the period of performance for this phase will be 60 calendar days from Phase 2 Administrative NTP. Mechanical and electrical improvements shall be constructed except for the drain lines and fill line for the test tank. c. Phase 3 - the period of performance for this phase shall be 60 calendar days from Phase 3 NTP. All mechanical equipment, electrical, fire detection, and ADS equipment shall be tested and balanced as required. The remaining berm shall be constructed. Phase 3 NTP will be issued after a steel storage tank is constructed on the 64 ft diameter concrete pad and filled by others. Phase 3 NTP will be issued approximately 4 months after the completion of phase 1. Prime Contractor Experience Criteria: • Heavy poured in-place concrete construction • Deep excavations Types of work that could represent experience criteria: • Very large sewage treatment plants • Deep underground utility tunnels • Multi-level basement parking structures The Contractor shall provide all labor, tools, material, equipment and supervision and perform all work in strict accordance with the specifications for LC-50 Improvements, White Sands Missile Range (WSMR), New Mexico. Work shall be performed in accordance with State, local and Federal laws and building codes. The United States Army Corps of Engineers (USACE) is committed to excellence in the construction activity for this requirement. The construction of this project shall achieve the highest quality of operations and aesthetics in meeting the requirements of the design while at the same time being cost effective.
