- The statutory authority permitting other than full and open competition for this acquisition is 10 U.S.C. 2304(c)(5) and IAW FAR 6.302-5(b)(5) – Sole source award under the HUBZone Act of 1997. The Defense Health Agency (DHA) Medical "Q" coded services (MQS) - San Antonio, awarded a 12 month base, plus 4 option period, sole source contract for a communication mechanism that will provide a means for all military agencies to acquire medical and dental services that will augment the military and civilian staff at DoD Medical Treatment Facilities (MTFs). The NAICS code of this requirement is 541511 and the size standard is $27.5M. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(5) and IAW FAR 6.302-5(b)(5) - Sole source award under the HUBZone Act of 1997.
