- Veteran Administration (VA) American Lake Seismic Upgrades Phase 1 Building 18 Renovations in Tacoma, WA FOR INFORMATION ONLY: This Synopsis is ONLY A NOTIFICATION that a solicitation is anticipated and forthcoming. All questions regarding this SYNOPSIS should be submitted in writing via email to the Contract Specialist as noted below. Responses to this acquisition will be limited to Service-Disabled Veteran-Owned Small Business (SDVOSB) firms and the assigned NAICS code. The award will be made to the Lowest-Priced Technically-Acceptable (LPTA) proposal. The USACE Seattle District has a requirement for renovation and seismic upgrade of American Lake Campus, Building 18 at Tacoma, Washington which will be used to accommodate office and engineering functions being displaced out of the buildings being demolished as part of future project. Building 18 will house Facilities Management Services offices, Maintenance and Operations Workshops and Storage Areas, Construction Section Offices and Engineering Space. The completion period is not to exceed 365 calendar days after Notice to Proceed (NTP). The construction costs of this project will be subject to the disclosure of the magnitude of construction project in accordance with Federal Acquisition Regulation (FAR) 36.204, between $5,000,000 and $10,000,000. The North American Industry Classification System (NAICS) code for this project is 236220 Commercial and Institutional Building Construction with a Small Business Size Standard of $36.5M. The solicitation will be a Design-Bid-Build (DBB) competitive Request for Proposal (RFP) in accordance with procedures outlined Federal Acquisition Regulation (FAR) Part 15 and will include non-price and price evaluation factors. A firm-fixed price contract will be the result of the solicitation.
