- The USDA NRCS is preparing to issue a solicitation for work authorized under the Emergency Watershed Protection Program to relieve imminent hazards to life and property due to a major flood event June 22-29, 2016, impacting Nicholas County, West Virginia. The project focuses on restoring and stabilizing approximately 130 linear feet of stream channel on one property on Big Creek in Summers County, West Virginia. The contractor will install gabions baskets to stabilize and protect the stream bank. Disturbed areas will be graded to provide positive drainage and seeded and mulched to provide vegetative cover. If necessary, blockages will be removed to restore channel capacity. The solicitation will be a Total Small Business set-aside. Interested contractors must be registered as Active, and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. All necessary permits and land rights have been acquired. A firm-fixed price construction contract is anticipated under Simplified Acquisition Procedures. FAR Part 13 and 36 apply. As such, a bid bond is not required and there will be no formal bid opening. A Request for Quotes is being solicited, and can be supplied via fax, email, or regular mail. Award will be made to the lowest priced, responsible offeror. An alternative form of payment protection, either a Payment Bond (SF-25A) or irrevocable letter of credit (ILC), in the amount of 100% of award will be required within 5 days of award. The solicitation package, construction drawings and specifications will be posted and available from this site on November 27, 2017. Requests for quotes, under Simplified Acquisition Procedures, will be due December 4, 2017 at 11 a.m. A site showing to inspect the site will be held on Tuesday, November 28, 2017. Participants should plan to meet at 10:00 a.m. at the public river access and parking area at the intersection of Route 3 and Route 107, on Stokes Drive in Hinton - next to the two bridges. Performance time is 14 calendar days. Magnitude of proposed construction: between $100,000 and $250,000.
