- A Market Survey is being conducted to determine if there are a reasonable number of interested small businesses to set this future project aside for them. If your firm is a certified HUBZONE, 8A, Service Disabled Veteran Owned Business, or Woman Owned Business and you are interested in this project please respond appropriately. The planned project is for Seed Propagation Services for Bryce Canyon National Park. Contract term is anticipated to be a base year plus four option years. All interested certified HUBZONE, 8A, or Service Disabled Veteran Owned Business, or Women Owned Business contractors should respond to this survey by email NLT 20 November 2017, 5:00 pm, Mountain Time. The National Park Service (NPS) requires park sourced plant materials to accomplish its policies to protect the full range of genetic types of native plant and animal populations (NPS Management Policies 2006 Section 4.4.1.2). To fulfill this policy NPS intends to procure wildland seed from seed increase fields and plant propagation services specific to higher elevations, a minimum of 6,000 ¿ to provide similar habitat of the plant materials origin. NPS is seeking native plant production companies located at high elevation, with sufficient land to provide isolation distances of locally collected species. Native plant production companies must have the capability of ensuring preservation of park native plant germplasm, and the capability to obtain source identified seed certification from a state agency. Staff must have a specialty knowledge related to the native species of National Parks such as Bryce Canyon and Colorado Monument and how to address some of the dormancy issues associated with local accessions of native plant materials. The servicing company will be required to have seed storage facilities which ensure less than 40 degrees Fahrenheit temperatures and less than 40% humidity. An example of species grown at 6,000 feet or above include: Erysimum asperum, Packera multilobata, Muhlenbergia montana, Bouteloua gracilis, Hedysarum boreale, and Leymus salinus. Responses should include: (1) Identification and verification of the company ¿s small business status. (2) Descriptions of Experience - provide descriptions of services provided that are complete or substantially complete within the last five years which are similar to Seed Propagation in size and scope to that described above. With each project experience provided, include the date when the project was completed or will be complete, location of the project, contract amount and the portion and percentage of work that was self-performed. (3) A statement of the portion of the work that will be self-performed on this project, and how it will be accomplished.
