- COMMAND AIRCRAFT CREW TRAINING (CACT) PROGRAM FOR ACADEMIC AND SIMULATOR TRAINING ON THE C-20G AIRCRAFT The Naval Air Warfare Center Orlando Training Systems Division has a requirement to support the Navy s Command Aircraft Crew Training (CACT) program for academic and simulator training on the C-20G aircraft (a military version of the Gulfstream IV (GIV) This acquisition is necessary to facilitate pilot, maintenance personnel and flight attendant training in the C-20G Fleet. Each of the services being acquired under this contract require use of a Federal Aviation Administration (FAA), Level D (or higher) flight simulator. This acquisition is anticipated to be conducted in accordance with FAR 6.1, Full and Open Competition. 1.The contractor shall provide C-20G specific individual courses to include: C-20G Pilot Initial Training, C-20G Pilot Refresher, C-20G Pilot Prior Experience, C-20G Refresher Crew Chief Training, C-20G CPDLC-GIV Training (eLearning), C-20G Initial Maintenance Training, C-20G Advanced Trouble Shooting Training, C-20G Maintenance Manager Familiarization Training, C-20G Weather Radar Training (eLearning), Cockpit Fault Analysis Training, C-20G Operational Maintenance Procedures Training, C-20G 5th Week Avionics Training, C-20G Maintenance Update Training, Emergency Vision Assurance System (EVAS) Training (eLearning), Flight Attendant/Emergency Initial Training, Flight Attendant/Emergency Recurrent Training and Large Cabin Connectivity Training. 2.The contractor shall provide C-20G specific individual courses to include: Pilot Initial International Procedures Training, Pilot Refresher International Procedures Training. (eLearning) and ICAO Enroute and Terminal RNAV Training (eLearning). 3.The C-20G training courses must be presented at a Title 14 Code of Federal Regulations (CFR) Part 142 certified training center for the Gulfstream IV (C-20G) aircraft at time of training. 4.For all courses, the contractor shall provide: All the necessary facilities, Certified instructors, Management personnel, Scheduling and administrative personnel, Materials including Courseware materials needed for each course and the Rights for use of materials for this contracted training, training devices and simulators. The C-20G CACT program training courses require classroom (academic and practical) training, a Cockpit Familiarization Trainer (CFT) that depicts all cockpit systems, a Part Task Trainer (PTT) for aircraft system training with trainee input and trainer response capability and FAA certified level D (or higher) simulator for the C-20G. In lieu of the CFT or PTT, a higher order device may be used. 5.All training courses shall be stand-alone in that no contractor, pre-arrival training requirements of the trainee will be allowed. (This does not apply to eLearning courses) 6.Courses may be existing commercial-off-the-shelf (COTS) training courses modified to meet specific requirements delineated herein. 7.All training courses shall be taught in compliance with the C-20G model manager approved training syllabi. 8.The contractor will be required to submit a training syllabus for each course for government approval. ADDITIONAL INFORMATION 1.The only C-20G pilot training course allowing an FAA Type/ATP check flight or certification is the C-20G Pilot Prior Experience course. 2.Pilot initial course attendees will be designated military aviators. 3.C-20G Pilot Refresher and Prior Experience course attendees will be qualified military C-20G Pilot-in-Command (PIC) or second pilot military aviators that will have normally completed the C-20G pilot initial course. 4.All international procedures course attendees will be designated military aviators. ELIGIBILITY The applicable NAICS code for this requirement is 611512, with a size standard of $27.5 million. The Product Service Code is U099. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. If applicable, respondents shall include their socio-economic status. Please identify SDVOSB, HUBZone, 8(a), etc. status as applicable. SUBMISSION DETAILS (CAPABILITIES STATEMENT) Businesses capable of accomplishing the required services are invited to submit literature, brochures and capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch. Summaries shall identify, at a minimum, business size and past (limit to within 3 years) and/or current performance on similar contracts (include dollar value, complexity and point of contact). Small Businesses are encouraged to identify if they are interested in being a prime or subcontractor for this effort. If interested as a prime, be sure to address all required capabilities identified above. If interested as a subcontractor, please specify which area(s) your company is interested/capable of providing support. Brevity of extraneous information is desired. Responses or questions are requested to be sent to jeanlouis.perrault@navy.mil. The deadline for response to this request is 2 pm, EST, 22 November 2017. The contract type is anticipated to be a commercial, FFP, Requirements contract. The estimated ordering period consists of 60 months. The proposed contract is anticipated to include tasking that would be accomplished by task orders that are subject to FAR Part 12- Acquisition of Commercial Items. The results of the sources sought synopsis will be used to assist in the determination of an acquisition strategy, if it is determined that this requirement will be an unrestricted competition, the government intends to evaluate the small-business responses and conduct further market research to identify a subcontracting goal.
