- W912D0-17-R-0016 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. Background: Directorate of Public Works, Fort Wainwright, Alaska (FWA) and Directorate of Public Works, Fort Greely, Alaska (FGA) are looking to award a base plus four option years, firm fixed price contract to the vendor who meets all the below requirements. DPW FWA and DPW FGA are looking to purchase subscriptions to online, web-based cost estimating tool licenses/subscription valid for use during the contract base year and all options for uses in both locations. Except for wage rate changes, the tool shall not be updated annually. A major component of the proposed system should include the same Technical Support offered to commercial clients. Expectations would include assisting the DPW FWA and DPW FGA in configuring the program based upon DPW FWA and DPW FGA execution procedures, troubleshooting, implementation, and continuous system monitoring. Technical support is considered to be ongoing, management support for the operational system. System shall be capable of handling multiple coefficients and contractor mark ups within a given project. We are currently in the process of procurement planning for a Job Ordering Contract (JOC) for each location. As the first part of this process, we are soliciting a cost estimating tool that is web based. Our intent is to award a Firm Fixed Price Contract with a base year and four option years to the contractor who can meet all the requirements specified. This cost estimating tool software enabling web-based access and use will be used for the JOCs at FWA and FGA and for all other SRM-type construction projects that need an independent government cost estimate. •a. The quote shall include the price of any licenses needed to access web-based software, 2 hard copies and 2 CD copies for each location of the unit price book (UPB) with specifications in the first year only. •b. The quote shall include the price of online user access accounts for 65 separate users (45 users at FWA and 20 users at FGA).
